On the eve of the start of a strict reform of the MSECs, journalists investigated the assets of the heads of regional centers of medical and social expertise that they officially declared.

18 out of 25 heads of regional MSECs turned out to be official millionaires. The top three wealthiest are opened by the head of the Khmelnytskyi regional center of medical and social expertise, Tetyana Krupa. Last year, she received 661.5 thousand UAH in salary, 166 thousand UAH in pension; her other incomes amounted to 1.15 million UAH. She kept 678 thousand UAH, $15.5 thousand, and 32.5 thousand euros in banks; in cash – 15.2 million UAH and $160 thousand.
The family of the head of the Khmelnytskyi MSEC owns 16 houses with a total area of 292.6 sq. m (the area seems too little for 16 houses, but this is the official information), three apartments with a total area of 321.4 sq. m in Khmelnytskyi, and 40 plots of land with a total area of 33.5 hectares.
The Krupa family has a 2019 Porsche Cayenne worth 2.5 million UAH. The car was purchased during the pandemic.
The second place in the ranking was taken by Yuliya Danylenko, who has been the chief doctor of the Vinnytsia regional MSEC since late 2022. According to her e-declaration for the last year, she received 221.5 thousand UAH in salary. However, her other income amounted to 2.5 million UAH.
In the bank accounts of the head of Vinnytsia MSEC, there were 1 million UAH and 8.6 thousand euros; in cash – 150 thousand UAH. The Danylenko family also owns a house with an area of 196.7 sq. m in Vinnytsia, four apartments with a total area of 225.2 sq. m in Vinnytsia, and 25 plots of land with a total area of 16.1 hectares (five of them leased).
The official’s car fleet includes a Tesla Model 3 of 2019 release priced oddly at 58 thousand UAH, a Mitsubishi Pajero of 2016 release, and a Mitsubishi Outlander of 2021 release worth 750 thousand UAH.
Among the top three wealthiest regional MSEC chiefs is also Volodymyr Reshota from Lviv. His annual salary amounts to 499 thousand UAH; other incomes – nearly 4 million UAH. The official also declared 120.2 thousand UAH in pension. In banks, Reshota keeps 458.5 thousand UAH, in cash – 252.2 thousand UAH, $15 thousand, and 8 thousand euros.
The family of the head of Lviv MSEC owns three apartments with a total area of 216.8 sq. m in Lviv and three plots of land totaling 1.7 hectares. The family also has a car, a Toyota Venza, 2010 release, worth 226.5 thousand UAH.

Overall, besides Krupa, Danylenko, and Reshota, there are 15 other chief doctors of regional MSECs who are official millionaires:
- The head of the Kirovohrad MSEC, Volodymyr Bondar: salary – 329.7 thousand UAH, pension – 99.4 thousand UAH, savings in banks – 96.4 thousand UAH, cash – 1.3 million UAH and $33 thousand;
- The head of the Zhytomyr MSEC, Oleksandr Donets: salary – 410 thousand UAH, other incomes – 70 thousand UAH; in banks – 331 thousand UAH, in cash – $56.5 thousand;
- The head of the Central MSEC, Volodymyr Marunych (on October 23rd, the Minister of Health, Viktor Lyashko, announced the first liquidation of the Central Medical-Social Expertise Commission. It is planned to be liquidated by the end of the current week. This institution has the power to review the decisions of the regional MSECs): salary – 322.5 thousand UAH, pension – 161.1 thousand UAH, other incomes – 23.3 thousand UAH; in bank accounts – 111.6 thousand UAH, in cash – 500 thousand UAH, and $45 thousand;
- The head of the Kyiv MSEC, Nataliya Zhgilova: salary – 398.9 thousand UAH, other incomes – 41 thousand UAH, cash – $50 thousand, additionally lent $20 thousand to third parties;
- The head of the Donetsk MSEC, Tetyana Honcharova: salary – 396.6 thousand UAH, pension – 116.8 thousand UAH, other incomes – 673.3 thousand UAH; 83 thousand UAH on bank accounts, cash – 520 thousand UAH;
- The head of the Poltava MSEC, Dmytro Palamarchuk: salary – 844.8 thousand UAH, cash – 200 thousand UAH and $37 thousand;
- The head of the Luhansk MSEC, Oleksandr Shein: salary – 594.3 thousand UAH, pension – 74.8 thousand UAH, other incomes – 36 thousand UAH, in cash – 80 thousand UAH and $35 thousand;
- The head of the Dnipropetrovsk MSEC, Nataliya Abramenkova: salary – 477 thousand UAH, other incomes – 494 thousand UAH; cash – 2 thousand euros and $8 thousand;
- The head of the Zaporizhzhya MSEC (has been working since June 2024, previously chaired the Primary Medical-Sanitary Help Center) Liliya Dyrina: salary 1 million UAH (income from previous employment) and 93 thousand UAH – other incomes;
- The head of the Odesa MSEC, Olena Stanislavova: salary – 353.4 thousand UAH, pension – 123.9 thousand UAH; cash – 28 thousand UAH and $15 thousand;
- The head of the Ternopil MSEC, Ihor Banadyha: salary – 564.5 thousand UAH, pension – 99.8 thousand UAH, other incomes – 37.1 thousand UAH; on bank accounts – 535.5 thousand UAH and $13.4 thousand;
- The head of the Kharkiv MSEC, Ihor Zinovyev: salary – 287.2 thousand UAH, cash – 810 thousand UAH;
- The head of the Cherkasy MSEC, Nataliya Masenko: salary – 430.1 thousand UAH, pension – 90.4 thousand UAH, in banks – 849.1 thousand UAH and $4.6 thousand;
- The head of the Chernivtsi MSEC, Viktoriya Bivolariu: salary – 366.5 thousand UAH, cash – $28 thousand and 14 thousand euros;
- The head of the Zakarpattia MSEC, Yuriy Veklynets: salary – 378.6 thousand UAH, pension - 151.1 thousand UAH, and 12.5 thousand UAH – other incomes. Cash is noted as 220 thousand UAH and $20 thousand.
