This was stated by military expert Yevhen Dykyi on the air of "Radio NV" broadcast.

He also expressed surprise at such a decision by the Russian leadership in light of the acute shortage of armored vehicles in Russia.

"This is some nonsense, a psychological attack. When dozens of armored vehicles, and I remind you, the Russians are now facing a severe shortage of armored vehicles. They didn’t start using donkeys in their logistics for a good reason. They have a very acute crisis with iron, critically lacking armored vehicles.
