BES is investigating tax evasion by the company "Gerc"

The Bureau of Economic Security is conducting a pre-trial investigation into the case of tax evasion on a particularly large scale by LLC "Gerc" and LLC "FC Gerc," which are located in Odesa. These companies provide services for the maintenance of an information payment portal, where fines and utility bills can be paid.

This information became known from a criminal proceeding under Part 3 of Article 212 of the Criminal Code.

The BES is investigating the connection of these firms and the enterprise with foreign investment "Avers" with PE "Ecostroygrad," LLC "Svetstroy," PE "Takeit," and others involved in unlawful activities that have signs of being "risky."

LLC "Gerc" was registered in December 1999 in Odesa. Through the company "Avers," "Gerc" is managed by two individuals: Hennadiy Besedovskyi and Kostyantyn Tkach. Until July 2022, another ultimate beneficiary was considered to be Odesa resident Dmytro Nikitin (former deputy head of the Odesa Regional Council). During his tenure, "Gerc" received a 2.4% commission from each payment for utility services made by Odesa residents, which, according to expert estimates, amounted to 20-30 million hryvnias per month. The company is also represented by former Deputy Minister of Infrastructure from Odesa, Oleksandr Malin.
