Defence Minister Rustem Umyerov announced the completion of the first stage of military medical commission reform. Starting April 1, all military medical commissions are required to issue conclusions regarding conscripted citizens in electronic format, with documents stored in registers.

The system rollout was prepared starting March 1, with military medical commission workers registering in the e-cabinet and undergoing training. Umerov noted on his Facebook page that the teams from Dnipropetrovsk, Kharkiv, Vinnytsia, Lviv, and Khmelnytskyi regions were the most active in facilitating the transition.

What will change for conscripts after the reform of the military medical commissions:

  • creating conclusions by military medical commissions exclusively online – this is quick, transparent, without bureaucracy and corruption risks;
  • information automatically enters the Oberih register;
  • data on fitness or unfitness and the date of the commission are faster to appear in the Reserve+ app;
  • there is no longer a need to personally deliver documents to the Territorial Recruitment and Social Support Center, walk around offices, and wait in line.

According to the minister, the reform of the military medical commissions is just part of a significant transformation being implemented by the Ministry of Defence in cooperation with the Ministry of Health, the General Staff of the Armed Forces of Ukraine, and international partners – with the support of the governments of the United Kingdom and Germany, the BRDO Office for Effective Regulation, and the Special Advisor on Defence Matters Program.

"In January, we launched electronic referrals to military medical commissions in the Reserve+ app — this is already operational. And now we have taken the next important step," added Umyerov.
