The Cabinet of Ministers appointed three new deputy ministers to Defence Minister Umyerov

The Cabinet of Ministers of Ukraine has appointed three deputies to the head of the Ministry of Defence, Rustem Umyerov, to strengthen the managerial team of the department.

This was reported with reference to Umyerov’s Facebook page.

Serhiy Boyev

Boyev has been appointed as the first deputy head of the Ministry of Defence of Ukraine. Prior to this, he served as a deputy to Umyerov on international cooperation and partnerships.

In his new position, he will coordinate all areas of work for the deputy ministers.

According to Umyerov, the main task today is to create a comprehensive action strategy:

  • meeting the urgent needs of the army;
  • developing the Future Force model - the defence forces of the future created by the Ministry of Defence and the General Staff.

Mykola Shevtsov

Shevtsov will take the position of Deputy Minister of Defence for logistics and procurement.

The department head reported that Shevtsov previously headed the Directorate of Logistics of the General Staff of the Armed Forces of Ukraine. Thanks to his efforts, effective supply and support mechanisms have been established for the troops on the front.

The main task for Shevtsov now is the further reform of procurement and constant work with the market and manufacturers. Together with the Defence Procurement Agency (DPA) and the State Rear Operator (SRO), they will work on reducing the time required to supply fighters by simplifying bureaucratic procedures and digitizing processes.

Oleksandr Kozenko

Kozenko has been appointed deputy minister of defence for European integration.

Previously, Kozenko received higher education at the Kyiv National Economic University. He worked in the field of civil aviation and held managerial positions in several international companies.

Since November 2023, he has been an advisor to the Minister of Defence of Ukraine, responsible for the development of state aviation. Before that, he served as an advisor to the head of the Office of the President (OP).

In his new position, Kozenko will be responsible for:

  • advancing the European integration direction in the Ministry of Defence;
  • deepening cooperation with the institutions of the European Union (EU);
  • adapting Ukraine’s defence sector to EU and NATO standards.
