The Ministry of Chernyshov is set to be disbanded due to a lack of funding and staff, - media reports

An interlocutor of the journalists, whose name the publication does not disclose, said that the Ministry of Unity lacks both money and people. According to him, either an agency will be created based on this ministry, or it will be merged with the Ministry of Development of Communities and Territories.

This information was also anonymously confirmed by the employees of the ministry itself. Meanwhile, a source from the publication noted that there is no final decision on this issue yet.

The government created the Ministry of National Unity on December 3, 2024, instead of the Ministry for Reintegration of Temporarily Occupied Territories. It was headed by Oleksiy Chernyshov, who previously held the position of Chairman of the Board of Naftogaz.

On June 23, 2025, Oleksiy Chernyshov was suspected of corruption in the case of developer Serhiy Kopystyr. This concerns the period when he headed the Ministry of Development of Communities and Territories of Ukraine.

According to the investigation, the minister created conditions for the transfer of a land plot to a state enterprise, which then concluded investment agreements for its development. At the same time, the land plot and the buildings on it were valued at nearly five times lower than the market value. For implementing the scheme, the developer allegedly provided officials with apartments at significant discounts — 1000-8000 UAH per sq. m instead of the market 30,000 UAH. According to law enforcement, the total amount of bribes was 16.8 million UAH, of which 14.5 million UAH were allegedly intended for Chernyshov.

On June 27, the minister denied the allegations by law enforcement and stated that he had received no discounts. On the same day, the court imposed a preventive measure on him — bail in the amount of 120 million UAH and assigned several procedural obligations. The Specialized Anti-Corruption Prosecutor’s Office and the National Anti-Corruption Bureau are also demanding that the minister be removed from his position.
