Luxury on shadowy schemes: how Chernyshov’s defendant in the case is building mansions in Kozyn

The figure involved in the corruption case of former Deputy Prime Minister Oleksiy Chernyshov is building luxurious estates in Kozyn. Her earlier partner was Chernyshov’s wife, leading journalists to believe that the multimillion-dollar construction might be backed by the family of the former official.

It involves nearly 8 hectares on the banks of the Kozynka River. Officially, the land is managed by the company "Blum Development" (mostly owned, including the lake). Since 2018, Oleksiy Chernyshov appeared among the co-owners of this firm. It was actually after his entry into this company that the project for estate construction in Kozyn began.

A year later, before Chernyshov headed the Kyiv Regional State Administration, his share in this business was registered to his wife. Officially, she also left it in 2023.

However, materials of Chernyshov’s corruption case allow suggesting that the official exit of the Chernyshovs from the company, on whose land the construction in Kozyn is taking place, is purely formal, and the project itself is managed by trusted individuals.

Currently, the official owner of "Blum Development" is Liliya Lysenko. She has long cooperated with the family of the former official. For a few years, Lysenko received a salary from the Austrian company representative office of the Chernyshovs, later co-owned "Blum Development" for a few years with Chernyshova. But the key fact is that Lysenko is mentioned in the materials of Chernyshov’s case. In 2024, a search was conducted at her place and equipment was seized. Investigators also found correspondence discussing the terms of the sale of one of the apartments, the discount for which they identify as a bribe.

Moreover, Lysenko is among the co-founders of the housing cooperative "Sonyachnyi Bereh," which effectively acts as the client for the construction in Kozyn. In 2019, Chernyshov officially loaned 3.6 million UAH to this cooperative. Furthermore, in 2022, another co-founder of "Sonyachnyi Bereh" became Inna Yatsyk. She is also mentioned in the materials of the criminal case. Several apartments, the discounts for which investigators identify as undue benefit to Chernyshov, are registered to Yatsyk’s relative, Svyatoslav Malashko.

Currently, on the plot in Kozyn, one can already see 4 separate giant estates. According to documents, the area of each is around a thousand square meters. On real estate sales websites, for example, we found estates more or less of similar size and plot area in Kozyn priced from $12.5 million. However, this refers to the sale of houses with renovations.
