Abuse amounting to millions: details of the case regarding the embezzlement of funds allocated for fortifications in the Kharkiv region

The court has seized assets confiscated during searches in the case of alleged embezzlement of budget funds during the construction of fortifications in the Kharkiv region. The entity involved in the case is LLC "Tech-Incom," which signed 33 contracts with the Department of Housing and Communal Services of the Kharkiv Regional State Administration in 2024 for a total amount of 555.9 million UAH.

The investigation established that construction materials were purchased from controlled intermediary firms — both legal entities and private entrepreneurs. According to preliminary estimates, the cost of materials was artificially inflated by 30–50% compared to market prices. "Tech-Incom" transferred at least 198.3 million UAH to these structures.

Among them:

  • Private Entrepreneur "Bud-Tekhprom," registered in February 2024. Owner — Dmytro Kosotukhin;

  • Private Joint-Stock Company "ATP-16329," headed by Victoriya Pismak, one of the associates of former deputy mayor of Kharkiv Andriy Rudenko;

  • LLC "Business Protection" (Kyiv) and LLC "Inter Investbud" (Kharkiv), linked to Andriy Yelizarov — a former employee of the Kharkiv City Council.

The director of "Tech-Incom" since its establishment is Dmytro Bykov. The current co-owners of the company are Bykov and Ihor Karpenko. Until March 2024, Victoriya Pismak was a co-owner of the firm — she is a former assistant and lover of Andriy Rudenko. Rudenko has already been charged.

After the change of ownership, most contracts for construction were signed during the period when Pismak still held a stake in the company.

The case is being investigated on the grounds of possible embezzlement of budget funds intended for enhancing the defence capability of the Kharkiv region.
