Macron described Russia’s proposals for a peace agreement with Ukraine as «capitulation».

«Today, there is only one state proposing peace that would be capitulation, and that is Russia», — he stated during the video conference of the «coalition of the willing».

In his opinion, «no discussions regarding Ukraine’s territories can take place without the legitimate, democratically elected leaders of Ukraine».

It is also necessary to «link any issue concerning territory with security guarantees», which would include funding for the Ukrainian army.

«Any agreement that implies the absence of a Ukrainian army or the reduction of the Ukrainian army would be a disingenuous agreement that would inevitably not be fulfilled… Therefore, the format of the Ukrainian army is a key element of these security guarantees», — Macron noted.

The second «foundation» of guarantees for Ukraine, according to him, is the deployment of Western troops in Ukraine.

«Some states are ready for this, ranging from training and logistical support to presence in less dangerous zones, meaning not on the front line, not in disputed territories, but so that allied forces are present on Ukraine’s side. We will present this, also reaching out to the United States of America to clarify to what extent and in what capacity they are ready to join, as they have stated their commitment to security guarantees and confirmed it», — Macron said.
