"Infotech" and family business: the head of the state enterprise Khimchenko declares impressive incomes and assets

Director of the State Enterprise “Infotech” of the Ministry of Internal Affairs of Ukraine, Maksym Khimchenko, declares significant cash savings and a family business in the IT sphere directly connected to the ministry.

This information became known from the official’s declaration for 2024.

Khimchenko took over the state enterprise in August 2023. On the official website of the State Enterprise “Infotech,” the biographical reference only mentions his education and overall work experience, with no information about the official’s business activities.

The official has a wife, Kateryna Rosolovska-Khimchenko, daughters Kseniya and Darya (teenagers), and a mother-in-law, Lyudmyla Ivanivna Rosolovska (a pensioner). All are registered in Kyiv, except for the mother-in-law, who is registered in the Kyiv region.

The main property assets include:

- an apartment of 214 sq.m in Kyiv, acquired in 2013 for 1.33 million UAH (partial ownership by daughters, 50% each);

- a parking space of 39 sq.m, acquired in 2014 for 91,000 UAH (owner – Khimchenko);

- a complex of guest buildings and utility structures of 404 sq.m in the village of Stavyshche, Zhytomyr region, acquired in 2021 (cost unknown, owner – Khimchenko);

- a non-residential premises of 77.3 sq.m in Kyiv, acquired in 2019 for 824,000 UAH (owner – wife);

- a parking space of 18.2 sq.m, acquired in 2013 for 50,000 UAH (owner – wife);

- land plots owned by the official in the village of Stavyshche, Zhytomyr region, with areas of 2372 sq.m (26,600 UAH), 2500 sq.m (136,000 UAH), and 3691 sq.m (37,000 UAH);

- an apartment of 103.6 sq.m in Kyiv, acquired on December 15, 2008, for 1.2 million UAH (owner – wife);

- land plots owned by the wife in the village of Osykove, Kyiv region, with areas of 1315 sq.m (acquired on August 9, 2024, for 1 million UAH), 32 sq.m (acquired on August 9, 2024, for 3,500 UAH), and 8 sq.m (acquired on August 9, 2024, for 3,000 UAH).

Khimchenko’s wife owns a Land Rover Range Rover (2008) worth 348,000 UAH. The director of the State Enterprise “Infotech” uses an Audi Q8 (2021) worth 3 million UAH. The mother-in-law drives a Smart Fortwo (2015) worth 136,000 UAH. Kateryna Rosolovska-Khimchenko also uses a company car, an Audi Q3 (2021), provided by LLC “CyberSoft.”

The mother-in-law, Lyudmyla Rosolovska, owns significant corporate rights acquired on August 26, 2024: 100% in LLC “Uwise Holding” (worth 200,000 UAH), 37.5% in LLC “Wiseberry” (450,000 UAH), 66.6% in LLC “Harvest Service” (33,000 UAH), 100% in LLC “Wisetech Service Ukraine” (50,000 UAH), and 100% in LLC “Wisetech” (1 million UAH).

The mother-in-law is the beneficial owner of the companies “Wiseberry,” “Wiseberry Agrogroup,” “Harvest Service,” “Berryfood,” “Uwise Holding,” “Wisetech,” “Wisetech Service Ukraine,” and “R&D Plant Veda” – all in IT, telecommunications, agriculture, and manufacturing.

The wife, Kateryna, owns 20% in LLC “Chance Ukraine” (5,000 UAH since 2003).

Khimchenko owns a utility model titled “Vehicle Video Recording Complex with License Plate Recognition and Search Registry Verification ‘Videocontrol-Rubizh’” (since August 27, 2012) and the trademark Uwise (since January 20, 2021).
