Low-quality water in Kyiv: a scheme for supplying counterfeit reagents for "Kyivvodokanal" has been uncovered

An organized group has been exposed for supplying PJSC «JSC «Kyivvodokanal» with substandard reagents for water purification and embezzling the company’s funds.

The reagents did not meet the contract conditions and were unsuitable for effective water purification. It was established that the organizer involved the director of a limited liability company, which supplied the chemical reagents to the water utility, in the organized group. With the assistance of subordinates from the LLC, they replaced the expensive and high-quality coagulant of iron chloride with a cheaper reagent of dubious quality. To conceal the substitution, false information was entered into the reporting documentation. The individuals embezzled more than three million hryvnias from the company.

The organizer and the supplier’s director have been notified of suspicion in embezzling another’s property and official forgery (Part 3 Article 27, Part 5 Article 191, Part 3 Article 27, Part 3 Article 28, Part 1 Article 366 of the Criminal Code of Ukraine). The media reports that it’s about LLC «Hydrochem» (KP №120240 00000 002789). According to the terms of the mentioned contract, LLC «Hydrochem» (owned by Olena Filatova) committed to supply PJSC «JSC Kyivvodokanal» with 1,600 tons of iron chloride coagulant of the «DONAU Bellair special» brand manufactured by Donauchem Vegyianyag Kereskedelmi Kft (Hungary) at a price of 15,499 UAH per ton for a total amount of 24.8 million UAH.

During 2023-2025, «Hydrochem» did not import the iron chloride (II) coagulant brand from Hungary. Instead, more than 850 tons of iron chloride coagulant were delivered to PJSC «JSC Kyivvodokanal», which was purchased in the amount of 850 tons at a price of 11,496 UAH per ton from LLC «Auly Chlorine Transshipment Station» (EDRPOU code 33075701).
