President of Ukraine Volodymyr Zelenskyy outlined the key foreign policy and defence priorities for Ukraine for the second half of September and October. The main focus is on strengthening air defence systems, drone production, implementing agreements from "Ramstein," and developing joint defence productions with partners.

He stated this in his address.

According to Zelenskyy, Ukraine must fully implement every agreement with partners regarding the supply of air defence systems, missiles for them, and procurement contracts. The President emphasized that funding for drone production is already secured to ensure "production capacity is fully utilized."

"Before winter, we must fully implement every agreement on the supply of air defence systems, missiles for them, and procurement contracts," the President noted.

Ukraine is also working with partners on additional funding for the army.

Defence Minister Denys Shmyhal reported on plans to implement the PURL program, which allows the purchase of American weaponry.

  • Over 2 billion dollars are already allocated in the program.
  • An additional 1.5 billion dollars have been announced.
  • Ukraine expects these funds and the corresponding deliveries.

Zelenskyy stressed that among the priorities is the procurement of Patriot systems. Ukraine has proposed to the United States to purchase the necessary number of such systems. A proposal regarding drones is also on the table.

The President reported that Ukraine has provided partners with "significant opportunities" for investments in production. This includes drones, whose effectiveness has already been proven, as well as the creation of modern defense complexes.

"For the first time in history, Ukraine will have modern joint weapons productions with strong countries," Zelenskyy emphasized.

Among key partners are Denmark and other Northern European countries.

Cooperation continues with the Baltic and Western European countries, including the Netherlands, Germany, and the United Kingdom. Zelenskyy thanked the partners who work "not just in a day-to-day mode but with a long-term perspective," highlighting that these are multi-year partnerships.

The President noted that only a strong and united European potential, allied with the United States and other partners, can serve as a reliable defense against Russia, which "has no intention of scaling down its military machine and continues to build aggressive plans."

Ukraine is preparing for an active week of diplomacy at the UN General Assembly. Zelenskyy stressed the importance of achieving new decisions to pressure Russia.

The President also mentioned that ahead of the General Assembly session, Donald Trump will be in Europe, and Ukraine is holding active consultations with European leaders to coordinate actions.

"If there is no truly tangible global response to Russia’s prolonging of the war, if sanctions and tariffs are delayed, if the Russian army launches drones even into Poland with impunity, Putin will continue to perceive this as permission to wage war," Zelenskyy emphasized.
