Former Deputy Head of the State Emergency Service Averyanov is facing a criminal case for embezzlement of budget funds

While the Commercial Court of the Chernihiv Region was stalling the process of excluding the Lyashko party member Oleh Averyanov from the founders of LLC "Grant Alliance", a significant argument arose from the Cabinet of Ministers. Groysman dismissed Deputy Head of the State Emergency Service Averyanov on Wednesday, May 18, during a government meeting.

There were many reasons for the dismissal. In particular, Oleh Averyanov has long violated the law prohibiting engaging in business activities while holding such high-ranking official positions as Deputy Head of the State Emergency Service of Ukraine.

As known, the former regional party member, whose affairs were covered by the "family", and now a Lyashko party member Oleh Averyanov, representative of the "Batkivshchyna" party Valeriy Dubil (who, upon receiving the MP mandate, should also leave the founders and cease any business activity), his associate and party colleague from "Batkivshchyna" Serhiy Varnavskyi, the former main regional leader of Chernihiv Anatolii Myroshnychenko, and the "dark horse" Vitaliy Prysyazhnyuk are the founders of LLC "Grant Alliance". As we can see, political conflicts between Lyashko party members and "Batkivshchyna" representatives mean nothing when it comes to joint money. Here, one hand washes the other.

All co-founders of this society are attributed to the so-called Pryluky group "Europe", headed by the "Batkivshchyna" member Valeriy Dubil. The business structure itself is engaged in anything that brings money: from conversion to potato trading, using black schemes. Politics helps Dubil skillfully mask and whitewash himself and his surroundings. However, this time it’s more serious because it seems the Cabinet has started cleaning the executive branch from radicals.

So, a loud statement about the dismissal of Deputy Head of the State Emergency Service Oleh Averyanov due to corruption was made on Wednesday, May 18, during the Cabinet meeting. All government members supported it.

Currently, rumors are circulating in the corridors of the parliament and the Cabinet that the Office of the Prosecutor General is already stalking Averyanov. And there’s indeed something to hold the official criminally accountable for. Misuse of budget funds on a particularly large scale is what the Office of the Prosecutor General can seize. Averyanov’s case may become the first demonstrative step of the new Prosecutor General Yuriy Lutsenko, who promised to clean the government of corrupt officials. As they say, the fish swims into the hands by itself. As known, the Office of the Prosecutor General has already conducted searches in homes and enterprises controlled by Averyanov because he was at the center of many corruption scandals regarding fictitious tenders. Now the Office of the Prosecutor General suspects Deputy Head of the State Emergency Service Averyanov of lobbying the interest of the company that won the tender for supplying fire trucks to the state.

This became known from the Pecherskyi Court of Kyiv’s ruling dated December 15, 2015, posted in the Unified State Register of Court Decisions.

The investigation established that in May 2015, Deputy Head of the State Emergency Service of Ukraine Oleh Averyanov entered into a criminal conspiracy with participants of the tender for the purchase of fire trucks. Among such suspects are the General Director and Commercial Director of LLC "IC "Pozhmashyna", as well as the Commercial Director of LLC "MAN Truck and Bus Ukraine".

Allegedly, at the official’s instruction, representatives of "IC "Pozhmashyna" approached the heads of other participants in the contest and proposed to lose the competition in favor of LLC "IC "Pozhmashyna" by inflating prices for fire-rescue equipment, whose interests were lobbied by Averyanov.

During the competitive bidding, the tender committee of the State Emergency Service of Ukraine, citing fabricated deficiencies in the technical documentation, decided to reject all offers except those of the aforementioned enterprises.

Thus, "MAN Truck and Bus Ukraine" was supposed to deliver vehicles into the ownership of the Service by December 25, 2015, and the State Emergency Service was to transfer their cost — over 92 million hryvnias.

The State Service managed to transfer 22 million hryvnias as an advance payment.

Subsequently, part of the state funds "IC "Pozhmashyna" was transferred to the accounts of LLC "Trade and Industrial Company "Alliance-Agro".

Moreover, the investigation established that the fire-rescue vehicles that "MAN Truck and Bus Ukraine" were going to supply did not meet the technical requirements of the tender documentation.

This business scam was explained by Member of Parliament from the "Bloc of Petro Poroshenko" faction Serhiy Kaplin as the change in radical voting from a categorical "against" to 16 votes "for" the 2016 budget.

Kaplin recalled that a proposal to add a line in the budget with 250 million hryvnias for the purchase of fire trucks essentially from an enterprise controlled by the "Radical Party of Ukraine" was introduced from the floor.

The amounts were considerable. By the moment of voting (the bidding started at 700 million hryvnias) they stopped at 400 million. These funds were allocated for the plant "Pozhspetsmash" to purchase fire trucks for the Ministry of Emergency Situations, tenders for which in the Ministry were controlled by the business-political partner of Lyashko, former director of the Pryluky plant "Pozhspetsmash" and recently Deputy Minister notorious Oleh Averyanov.

Kaplin emphasized that 400 million hryvnias is the amount of maintaining the Cabinet, or half of the annual budget of the Verkhovna Rada. The MP called the event a major political bribe by Oleh Lyashko.

However, Averyanov’s story does not end there. After a loud departure from his post, his direct path is either to prison or to becoming an MP. The latter option seems the most acceptable, given the political ambitions and financial capabilities of Averyanov himself and his friends. And here the 206th district is already falling into his hands. Chernihiv region knows Oleh Lyashko. He’s from Pryluky. He was born and raised in Pryluky. His work career is connected to this city — here works his native LLC "Pryluky Fire Fighting and Special Machine Building "Pozhspetsmash", for which he has done so much.

Thus, by pushing the Lyashko glutton Averyanov away from the government trough, the authorities created problems for the main, but so far unofficial, candidate for the 206th district of Chernihiv, the notorious and scandalous developer from Kyiv Maksym Mykytas. Whether he is ready to compete with Averyanov — time will tell, but the fact that the Pryluky native will fight, as they say, not for life but for death, considering all of the above, becomes obvious. It should be noted that it’s crucially important for the main radical of the country Oleh Lyashko to strengthen his influence in the Chernihiv region, which he considers his domain. And the marginal Dmytro Blaush, who wants to become a candidate in the 206th district, has no chance of winning.
