Iryna Zlenko – a Tax Transformer on a Nationwide Scale

In 2012, the head of the State Tax Service in the Vinnytsia region, Iryna Zlenko, said: «Believe me, I love my homeland so much that I can’t imagine how much money I would have to be offered to take it and go to jail for ten years!».

In 2014, it turned out that Ms. Iryna was indeed aware of the amount of money worth risking – and facing more than 10 years in prison.

So, meet our story’s heroine today — Iryna Zlenko, born 19.04.1976, a native of Kyiv.

Work Experience:

— Working in the state tax service since 1998;
— Since 2002, held managerial positions in the tax authorities of Kyiv;
— Since 12.05.2010, appointed Deputy Head of the State Tax Administration in the Sumy region;
— Since 20.07.2010, Head of the State Tax Administration in the Sumy region;
— From 21.10.2011 to 17.01.2012, Chairperson of the commission for reorganization of the STA in the Vinnytsia region;
— From 17.01.2012 to 22.04.2013, Head of the Main Directorate of the Ministry of Revenue in the Vinnytsia region.
From the very beginning of her work in the tax service, Iryna, having excellent mentors, immediately learned all the «delights» of operating currency conversion schemes. Particularly during the reign of the «Family», Iryna’s genius manifested.

Together with her husband Oleksandr (a former SSU employee), under the patronage of a family friend – former Minister of Internal Affairs of Ukraine Vitaliy Zakharchenko, the Zlenko family group was accepted into the list of «trusted persons» in the sphere of currency conversion and included in the so-called «State Program for Budget Filling» — «conversion platforms».
These «platforms» provided services for document reflection of operations in the tax reporting of enterprises, transit money transfers, and the conversion of non-cash funds into cash, accounting for service fees from the total turnover.

In dealings with enterprises included in the «platforms», the operations of business entities acquired an untouchable status from the tax and customs authorities during inspections.

Almost 80% of businesses used the «platforms». Moreover, tax and other law enforcement and regulatory agencies literally forced businesses into these schemes.
There were from 4 to 13 «platforms» at different times. In each structure – the Ministry of Revenue and Duties of Ukraine, the Ministry of Internal Affairs (UBOZ and UDBEZ), the SSU, the General Prosecutor’s Office, Finance Monitoring, the National Bank – curators of the «platforms» activities were appointed. All the heads of these structures and curators received their commission from transactions, and in case of problems arising from entrepreneurs working with the «platforms», they could resolve all issues via phone call.
In total, the turnover of this «shadow» market amounted to 30 to 50 billion UAH per month (about 50% of GDP), and 70% of the market was under the control of the «Yanukovych Family V.F.», which allowed them to receive from 300 million UAH to 1.5 billion UAH monthly.

Thanks to this, Iryna Zlenko, despite being relatively young – 34 years old, was appointed as the Head of the State Tax Administration in the Sumy region, and unofficially as the «curator» of platform activities in the Sumy region.

Meanwhile, her husband took over all the organizational work with firms, channels for shadow money inflows, finding directors who did not even understand they were running firms with multimillion turnovers.

During her tenure at the STA in Sumy region, Iryna Zlenko, together with her husband, played a role in creating a «tax platform» for the illegal formation of VAT tax credits and the subsequent use of these credits by other business entities to reduce tax liabilities. The cover for illegal activities was also conducted by the Head of Sumy Regional State Administration, Yuriy Chmyr.
In just one year, the shadow turnover of funds through fictitious operations exceeded 2 billion UAH. Her activities were not even halted by criminal cases initiated by the Sumy SSU Administration №№ 233, 255.

Due to her activities (business pressure, dismissing subordinates who did not execute her verbal unlawful orders), Iryna Volodymyrivna became so well-known (internal tax security was not able to continuously destroy materials on her), that Klimenko O.V. transferred her to the position of Head of STA in Vinnytsia region.
The entrenched scheme was also implemented in Vinnytsia.
Arriving at her new workplace, Iryna immediately chose her accommodation — the «Presidential Suite» at the «Feryde Plaza» hotel (where the cost of living is about 300 dollars per day). The payment for the specified room immediately fell on the shoulders of regional entrepreneurs.

The scheme of work in Vinnytsia region remained unchanged, with enterprises being forcibly offered fictitious «platform» contractors for cashing funds.
Such activity allowed Iryna Volodymyrivna to feel «comfortable» even now:
— a house in Vyshgorod worth about 5 million USD;
— An estate in Tsybli village, Pereyaslav-Khmelnytskyi district, Kyiv region with a separate exit to the Dnipro River, with an area of about 10 hectares and worth about 3 million USD.

And this is not counting real estate (apartments, offices located in the center of Kyiv, Kyiv region, and other areas), as well as expensive cars (about 10, each costing over 100 thousand USD) registered to her husband and family members.

And most interestingly, today Iryna Zlenko is considered a candidate for managerial positions in the newly established State Fiscal Service of Ukraine.

To achieve the aforementioned, she uses personal connections among the leadership of the highest state authorities and management, particularly developed during her work in the Vinnytsia region.
It should be noted that Iryna Zlenko, using the mask of a charming female leader, strives in every way for selfish reasons to obtain a leading position in a state body to further lobby the activities of the controlled «conversion center». To achieve this goal, she is capable of any action and for material rewards, seeks out individuals who can influence the positive resolution of this issue, though she treats them with disdain, emphasizing her ability to «purchase» the necessary individuals.

A "wind of change" blew in Sumy region. With the arrival of the new governor of Sumy region, Yuriy Chmyr, emphasis was placed on forming a team of professionals to fulfill state tasks. Offenders, in the person of vice-heads of Romny HII, HII in Sumy city, Konotop HII, Shostka HII, Hlukhov HII, and Sumy HII, have already been warned that in case of non-fulfillment of tasks on VAT collection in May of the current year and not fulfilling other planned revenues, the question of the advisability of their being in their positions will be considered
