Iryna Zlenko from Vinnytsia — the queen of converters blocks the media through courts

The notorious tax collector, and organizer of dozens of "converters" and tax platforms, Iryna Zlenko, became concerned about her criminal biography. The official did not like the article shedding light on her criminal activities.

We, in turn, present the article that Zlenko is so eager to hide in full.

Iryna Zlenko – a tax turncoat of national scale.

In 2012, the head of the State Tax Service in the Vinnytsia region, Iryna Zlenko, said: "Believe me, I love my homeland so much that I can’t even imagine how much money I should be offered to take and go to jail for ten years!".

In 2014, it turned out that Ms. Iryna imagined well for how much money she could risk – and go to jail not only for 10 years.

So, meet the heroine of our story today — Iryna Zlenko, 19.04.1976, born in Kyiv.

Work experience:

— has been working in the state tax service since 1998;
— held managerial positions in the tax authorities of Kyiv since 2002;
— appointed deputy head of the state tax administration in the Sumy region from 12.05.2010;
— head of the state tax administration in the Sumy region from 20.07.2010;
— from 21.10.2011 to 17.01.2012 head of the commission for reorganization of the tax administration in Vinnytsia region;
— from 17.01.2012 to 22.04.2013 head of the Main Directorate of the Ministry of Revenue in Vinnytsia region.
From the very beginning of her work at the tax office, Iryna, having good mentors, immediately understood all the benefits of working with money conversion. During the rule of the "Family," Iryna’s genius became especially evident.

Together with her husband Oleksandr (a former SSU employee), under the patronage of a family friend – the former Minister of Internal Affairs of Ukraine Vitaliy Zakharchenko, the Zlenko family group was included in the list of "trusted persons" in the money conversion sphere and was included in the so-called "State program for budget replenishment" — "conversion platforms".
These "platforms" provided services for the documentary display of operations in companies’ tax reports, transit transfers of funds, and the conversion of non-cash funds into cash, considering the fees for services provided from the total turnover.

When interacting with companies included in the "platforms" — business entities’ operations became untouchable from tax and customs authorities during inspections.

Almost 80% of businesses used the services of "platforms". Moreover, tax and other law enforcement and controlling agencies literally drove businesses under these schemes.
The number of "platforms" varied over time from 4 to 13. Each structure – the Ministry of Income and Fees of Ukraine, the Ministry of Internal Affairs (HUBOZ and SSCEC), the SSU, the General Prosecutor’s Office, Financial Monitoring, and the National Bank – had coordinators of "platforms" activity. All heads of these structures and coordinators received their commission from operations, and if businesses encountered problems due to working with "platforms," they could resolve all issues over the phone.
Overall, the turnover of this "shadow" market was from 30 to 50 billion UAH monthly (about 50% of GDP), and 70% of the market was controlled by the "V. Yanukovych family," allowing them to receive from 300 million UAH to 1.5 billion UAH monthly.

Thanks to this, Iryna Zlenko, despite her relatively young age of 34 years, was appointed the head of the State Tax Administration in the Sumy region and unofficially the "coordinator" of platforms’ activity in the Sumy region.

Meanwhile, her husband took on the work of organizing companies, channels of incoming shadow money, and finding directors who didn’t even know they managed companies with multi-million dollar turnovers.

During her time in office at the State Tax Administration in Sumy region, Iryna Zlenko, along with her husband, played a role in creating a "tax platform" for illegally forming VAT tax credits and then using these credits by other business entities to reduce tax liabilities. The illegal activity was also covered by the head of the Sumy State Administration, Yuriy Chmyr.
Within a year, the shadow turnover of funds through fictitious operations exceeded 2 billion UAH. Her activities were even unaffected by criminal cases initiated by the Sumy Office of the Security Service of Ukraine No. 233, 255.

Due to her activities (pressuring entrepreneurs, firing subordinates who did not comply with her oral illegal orders), Iryna became so well-known (internal security of the tax office could no longer continuously destroy materials on her) that Klymenko O.V. transferred her to the position of head of the tax office in Vinnytsia region.

The well-trodden scheme was also implemented in Vinnytsia.

Upon arrival at the new job location, Iryna Zlenko immediately chose a residence — the "Presidential Suite" at the "Feride Plaza" hotel (room cost about $300 per day). Payment for the room immediately fell on the shoulders of regional entrepreneurs.

The work scheme in Vinnytsia region didn’t change, companies were forcibly imposed with "platform" fictitious counterparties for cashing out funds.

This activity allowed Iryna to feel "easily" and even now:

— a house in Vyshhorod valued at about 5 million USD;

— an estate in Tsybli village, Pereyaslav-Khmelnytskyi district, Kyiv region, with separate access to the Dnipro river, about 10 ha, valued at about 3 million USD.

And this is not counting real estate (apartments, offices located in the center of Kyiv, Kyiv and other regions), as well as luxury cars (about 10, each worth more than 100 thousand USD), registered to her husband and family members.

Interestingly, today I. Zlenko is considered a candidate for senior positions in the newly created State Fiscal Service of Ukraine.

To achieve this, the latter uses her personal connections among the leadership of higher state authorities and administration, particularly established during her work in Vinnytsia region.
It should be noted that I. Zlenko, using the guise of a good woman leader, strives by any means out of selfish motives to obtain a management position in a state body, for further lobbying of controlled "conversion center" activities. To achieve this goal, she is willing to take any measures and, for material reward, seeks individuals who can influence a favorable resolution of the issue, but she treats them with disrespect, continually emphasizing her ability to "buy" necessary individuals.

In Sumy region, a "wind of change" blew with the arrival of new governor Yuriy Chmyr, who focused on forming a team of professionals to fulfill state tasks. The goal was to boost the economic potential of the region. In particular, new deputy heads of Sumy Regional State Administration, district heads, and heads of the Ministry of Internal Affairs and SSU offices in the region were appointed.

Moreover, to tackle the primary tasks of strengthening the efficiency of fiscal authorities to fill the budget, a new team of the Tax Administration in Sumy region is being formed. Decisive actions and specific results can already be seen in the recently appointed Deputy Head of the Tax Administration in Sumy region I. Zlenko, who, from her first days of work, took on identifying the real potential of the region for filling the state budget, as well as the actual capabilities of major taxpayers such as "Akhtyrneftegaz" and others. According to the results of yesterday’s board meeting of the Tax Administration in Sumy region, Zlenko was tasked with putting order in the disciplinary execution of fiscal authorities, which has recently been at a low level. Violators in the form of deputies of Romny STS, STS in Sumy, Konotop STS, Shostka STS, and Sumy STS have already received warnings that in case of failure to collect VAT in May this year and failure to fulfill other planned revenues, the continuation of their positions will be reconsidered.

Chmyr restrained Zlenko at the first meeting of the Investment Attraction Council of Sumy Regional State Administration. Governor Yuriy Chmyr had to hold back the pressure of the head of the State Tax Administration in Sumy region, Iryna Zlenko, who insisted that investors register in Sumy region and pay VAT.

"I understand that the company invests money, and local budgets — that’s good, but not all companies pay VAT," she told a representative of the "Pharmak" company.

He replied that the first phase of the investment project involves creating a substance production — raw material for domestic needs, which does not go for export. The governor had to intervene: "To relieve the situation a bit. Frankly speaking — don’t kill at the root. You’re scaring them. Today, the government guarantees protection. At the start, don’t scare!".

"We are not scared!", the representative of "Pharmak" joked.

"Don’t worry — guarantees will be there. Don’t scare, or we’ll exclude you," said Yuriy Chmyr.
