Who "rules" Ukrainian "thieves in law"
In the Donetsk region, there is its own "watcher" - this is the former deputy head of Donetsk, Viktor Remskyi.
He began his career in the authorities back in 1999 as a simple patrol police officer. Since March 25, 2015, Remskyi has been the Deputy Head of the Internal Affairs Directorate of Poltava Region - Head of the Criminal Police. From September 23, 2015, he held the position of Deputy Head of the Donetsk Regional State Administration. According to argumentua.com, while serving as the deputy head of the RSA under Pavlo Zhebrivskyi, Remskyi earned the nickname "the governor’s purse." And not without reason… It is known that he received very wide powers, coordinated the work of law enforcement agencies and military formations of the Donetsk region, and also personally oversaw investments and everything that happened in the "gray zone." It is not surprising that he ended up controlling smuggling.
For this, the SSU initiated an appropriate criminal case.
During Zhebrivskyi’s tenure, Remskyi also took oligarch Eduard Bondarenko under his wing.
The latter approached Remskyi with the aim of solving his problematic issues. The issues were resolved with the help of a thief in law Lvivsky, thus tying Bondarenko to him. It is known that Bondarenko to this day finances Remskyi, particularly his new activities.
Settled in Donbas, Remskyi quickly took under his wing not only Eduard Bondarenko but also oligarch Maksym Yefimov.
According to the editorial source, one of Remskyi’s key allies is his colleague - Deputy Head of the Department of Strategic Investigations of the National Police, Arno Martirosyan, a person with a very interesting biography.

Arno Martirosyan’s father, Gagik Martirosyan, arranged for his son to be an apprentice to the officer of the Ministry of Internal Affairs Vitaliy Stryzhak at a young age, who worked in conjunction with Viktor Remskyi. Vitaliy Stryzhak, according to operational data, was connected with a number of criminal leaders, notably with Yuriy Yerynyak, nicknamed Moldovan.
Yerynyak openly kidnapped people, but thanks to Stryzhak, all documents exposing Yerynyak’s illegal activities were lost.
Arno’s father has close family ties with representatives of the criminal world - thieves in law Ramaz Tsikoridze, nicknamed Ramaz Bagdadskyi, and Polikarp Dzhanelidze, nicknamed Polik. With their help, Arno Martirosyan and Viktor Remskyi established a whole mechanism whereby the criminal world regularly pays contributions for the maintenance of "turncoated officers."
One of the perhaps most important partners is Viktor Remskyi’s godfather and Arno Martirosyan’s close friend, former thief in law nicknamed Nedelya.
In 2019, Nedzelskyi was beaten in Kyiv and stripped of his thief’s title, and is currently on the international wanted list for murder, managing affairs from his yacht in the Turkish part of Cyprus.

Another member of the "criminal team" of Remskyi and Nedzelskyi is thief in law Giorgi Khmelidze, nicknamed Khmelo.
Khmelidze also cooperates closely with the police and even wrote a letter in 2015 to the Head of the National Police of Ukraine, Khatiya Dekanoidze, with intentions to cooperate.

In the letter, Khmelidze also personally stated that he would not engage in criminal activities, participate in criminal meetings, and also intended to appear at the police at the first request. This statement was written by Khmelidze with a request to give him the opportunity to raise children. Not only is it uncharacteristic for a thief in law to write statements, but it is also clear from it that Khmelidze personally renounces thief ideologies.
The promise given in 2015 by Giorgi Khmelidze has not been broken to this day.
In addition to the mentioned criminal authorities, the group of the turncoat officer Viktor Remskyi includes thief in law Georgy Lobzhanidze, who in criminal circles is nicknamed Kutso.
With his participation in June of this year, corrupt police officers staged a fake assassination attempt on 35-year-old Oleksandr Mazur, who seeks to become a thief in law. Mazur is Kutso’s right-hand man. According to the editorial source, the organization of the staged performance was personally dealt with by Viktor Remskyi and Arno Martirosyan. Oleksandr Mazur is a victim in this case, and the goal of organizing such a performance is to create the appearance of effective work by Martirosyan and to eliminate criminal authorities who disagree with them.
By gaining additional points, Arno Martirosyan and Viktor Remskyi gain additional opportunities to protect and support thieves in law Giorgi Khmelidze and Georgy Lobzhanidze, as well as attempt to restore the thief in law status to Remskyi’s godfather Andriy Nedzelskyi. The better Remskyi and his company manage to create the appearance of work by eliminating non-compliant thieves in law of their competitors, the closer Viktor Remskyi approaches his main goal - the removal of Arsen Avakov and the assumption of the position of Head of the National Police. Remskyi, by any means possible, gathers criminal and administrative resources around himself, covering thieves in law and actively ingratiating himself with government officials. In one of the recently published photographs, Viktor Remskyi is seen having a pleasant conversation with the Chairman of the Verkhovna Rada of Ukraine, Dmytro Razumkov.
Given the scale of criminal activity and active attempts to establish connections with the aim of removing Arsen Avakov from his position, Remskyi’s plan is getting closer and closer to completion each day.
