"Web" of Chernyshov’s connections

Currently, the head of the Ministry of Regional Development, Oleksiy Chernyshov, as a result of many intrigues, has found himself at the top of the construction industry’s "food chain," which is embroiled in the issue of liquidating the corrupt State Architectural and Construction Inspection (SACI).

However, this victory may turn out to be Pyrrhic. He has become so entangled in a "web" of sometimes mutually exclusive connections that it’s unclear whether he is a "spider" or a "fly." We decided to figure out who is "dancing" Chernyshov, and who he is "dancing." See the scheme below.

Thus, Chernyshov has managed to almost completely bring under his control the newly created state architectural control bodies GIG and the State Service, which he decided to liquidate, as well as the old-good SACI, by appointing Iryna Korol there. Interestingly, Korol is associated with the former "gray cardinal" of construction control Oleksandr Serhiyenko, who was an assistant to the head of the profile committee of the Verkhovna Rada, MP Andriy Klochko. So, does Chernyshov not shun beneficial connections, even with "former" ones? Be that as it may, Chernyshov decided to extend the life of SACI for at least another six months, and with some effort, even for a year. He is fully supported in this by several groups that, in one way or another, represent large capital developers.

Firstly, there is the President of the Confederation of Builders of Ukraine (CBU), Lev Partskhaladze, who secured the support of the Office of Simple Solutions of Mikheil Saakashvili. Although it should be noted that the latter ally is unreliable and frivolous. Secondly, a great friendship has emerged between Chernyshov and MP Olena Shulyak, who, in addition, heads the presidential Coordination Committee for problem issues of urban planning and manages the parliamentary Temporary Special Commission on corruption in SACI. Shuliak is a product of the BRDO of former Prime Minister Oleksiy Honcharuk and, accordingly, belongs to the "Soros" group.

But she previously engaged in development and is closely associated with developers from CBU Partskhaladze. In CBU, among really large developers, the leading role is played by MP from the OPFL party Dmytro Isaenko, who is connected with several other developer groups - this includes Andriy Bohdan’s friend Vavrysh, as well as OPFL associate Vadym Stolar. OPFL also includes the representative of the "watchdogs" Horovyi brothers - Tetyana Plachkova. The Gorovy and Stolar compete with some representatives of CBU, for example, with Volodymyr Zubyk from "Intergal-Bud." This situation does not strengthen the structure that Chernyshov has ascended. However, that’s not all.

There is a group politically sheltered by MP Mykola Tyshchenko, who is in "kum" relations with the Office of President. This group includes Stepan Chernovetskyi, Denys Komarnytskyi, and Serhiy Kucher. This group maintains neutrality with Chernyshov - he does not interfere with their conquest of Kyiv, and they do not meddle in his affairs.

But this is as long as their interests do not collide. Such an "imperialist war" seems inevitable. To avoid becoming their puppet, Chernyshov will have to look for more reliable allies than Shulyak, Partskhaladze, and others, who will not even think of giving him a hand if the minister starts to be drained. But there are people ready to lend him a hand.

Well, more like to put him on the hook. Chernyshov’s career growth was facilitated by the "Pryvat" group of Kolomoiskyi, and now the minister has been presented with a bill - he must quietly agree to the return through court to the chair of the head of SACI of "Pryvat" representative Olena Kostenko. However, Chernyshov has little choice, going against the "Privat" group is impossible. Whoever dresses the girl, dances her...
