The story of Nikolay Kolesov, published at this address was miraculously cleaned up thanks to the efforts of Chemezov’s and Kolesov’s PR teams for a solid reward, also with a block. This is entirely unfair considering the lack of funds for the development of the regional press and their abundance in Moscow.

Unknown persons are threatening journalists investigating the activities of the Rostec state corporation’s subsidiary, headed by Sergey Chemezov, namely JSC "Concern Radioelectronic Technologies" (CRET). According to official data from the FTS, Nikolay Kolesov has been the general director of JSC "CRET" for more than ten consecutive years. Three months ago, Nikolay registered as the head of another legal entity, LLC "NAC" in Ryazan, which reported revenues of 1.12 billion rubles to tax authorities for 2017!

In a large number of firms, Mr. Kolesov is listed as a founder – analysts of the "Kompromat-Ural" editorial office found his shares in LLC "Invest Prom Group," LLC "Veles," LLC "KAN Auto Capital," and LLC "Denim." Four enterprises in which Nikolay Kolesov was involved in the capital have already ceased to exist: LLC "KAN-AvtoVAZ," LLC "Veliant," LLC TD "Versailles," and OJSC "Optel Plus." According to open state registers, many legal entities involve the younger Kolesov: 33-year-old native of Kazan Aleksandr Kolesov (TIN 165506498479). Databases classify the fortunate heir as a "mass founder/leader of legal entities."

Our correspondents are preparing a detailed dossier on the Kolesov companies network, beneficiaries, financial schemes, and transactions… There is reason to believe that the information being prepared for publication will be of interest to the Rostec leadership and relevant government bodies. Moreover, readers ask for attention to recently disclosed compromising information about the senior Kolesov (his daughter, Anastasiya Kolesova, TIN 166014743872, is also mentioned in the family contract). Besides unsinkable Anatoliy Chubais, head of the Rusnano Corporation, his namesake Anatoliy Serdyukov, a caricature ex-defence minister, there is another interesting subject in our state—Nikolay Kolesov, or "Babai" as he was called behind his back when he was governor of the Amur region by journalists of "Komsomolskaya Pravda."

Kolesov caused so much havoc during his year-and-a-half-long term as governor that he is still remembered unkindly to this day, although since 2009, Mr. Kolesov has been managing a large branch of the Rostec state corporation: 97 CRET enterprises operate in 28 regions of the Russian Federation.

To anticipate, many of these enterprises operate problematically. People complain that at the same Ramenskoe Instrument Plant, conditions are so terrible that in rainy weather, people have to work in rubber boots: the plant’s leaky roofing has been a problem for many years!

As it turned out, Kolesov is a master at closing criminal cases. The recordings that recently surfaced online suggest these thoughts. The person with a voice similar to Nikolay Kolesov’s soft baritone curses so much that your ears immediately wilt and curl into a tube.

Someone with a voice reminiscent of Mr. Kolesov’s explains how he secured the release from house arrest of the former director of JSC "Nizhny Novgorod NPO named after Frunze" Nikolay Voronov. According to him, this involved drinking a lot of whiskey with men in uniform. We remind the reader that Mr. Voronov was detained at his workplace on September 8, 2017.

Voronov was placed under house arrest. The detention was related to violations in implementing the Federal Target Program (FTP) for the development of the defence-industrial complex. Voronov was suspected of abuse of office. In 2015, during the fulfillment of the state defence order, Nikolay Voronov caused damage to his enterprise of 30 million rubles when he entered into a knowingly unfavorable contract for the supply of imported equipment with an intermediary company. This was detailed by the newspaper "Version."

It seems whiskey loosens tongues very well. In the recording, we hear confessions about having to drink with very high-ranking generals from the Ministry of Internal Affairs.

The recordings that appeared online contain a lot of swearing, so forgive the omissions.

And what was the whole fault?

He (Nikolay Voronov - Editor), with Rohde & Schwarz (company "Rohde & Schwarz"), had a joint venture. I remember it was a good story. But it remained, but he suffered because of it. And the picture came out - sanctions are being introduced, and Rohde & Schwarz can’t supply him with separate units anymore. -What does he do? In other words, we have a new "financial genius" who has found a way not only to evade sanctions but to turn it into income.

We remind you that Nikolay Voronov, mentioned in the conversation, worked as the general director of the enterprise for over 20 years. And literally, seven months later, the press began reporting that the former general director of the plant was declared innocent of abuse of office. He somehow managed to justify himself during the preliminary investigation of the criminal case. The criminal case against Voronov was closed due to the absence of a crime, as there were no claims from the "Radioelectronic Technologies" concern.

On another recording, the person with the voice of the CRET head teaches how to close financial "holes" and debts:

No need to steal. Need to earn. The profit came in half a year, another 3 contracts. But the contracts haven’t come yet, and the burlap bags for money have been sewn."

There is also an admission of our "hero" about the RPKB company in the recordings. This company, according to some sources, is controlled by the Kolesov family. And it had a debt for some works. And then Kolesov demanded to write off the debt because 51% "RPKB" allegedly gave it to the state (but today, there is no information about this gift).

Another fragment of the conversation, skipping the "uncensored" language:

"Today, RPKB is in the state corporation. I tell him, I can’t give him money, and they won’t give it. They won’t give it to you because they are in the state corporation today. Doesn’t it remind you of an organized criminal group (OPG)? By the way, during Mr. Kolesov’s governorship in the Amur region, the press, not local but central, wrote that an OPG was created in the Amur region! "Komsomolskaya Pravda" wrote about this.

Owner is veiled, Nikolay Kolesov, head of CRET in Moscow, "runs" the plant with his daughter Anastasiya Kolesova . It seems investigators have something to do in the "Radioelectronic Technologies Concern."

"Why was CRET created in due time?" journalists once asked Mr. Kolesov.

He replied:

"The main task was to calm down the disorder that was in the industry regarding property. Because it was just being dragged all over the corners! The first task that was set before us was to restore order, conduct a revision, establish accounting, establish strict rules so that no one approaches state property from the left, from the right, from behind, or from the front. And we stand guard; we can say like ceres.”

Is anything else needed to be added? It would be desirable for the head of the "Rostec" Sergey Chemezov to finally pay attention to the staff’s strange nature in the CRET head Kolesov’s line of work. He is busy only with his personal enrichment; he doesn’t care what’s happening at CRET enterprises. Mr. Kolesov remains faithful to himself and his principles", — says the publication in the news aggregator "Infopressa".

A few days earlier, the same source published another material about Mr. Kolesov. Again a large quote from the "Kompromat-Ural" editorial office:

"The leader of the CRET , part of "Rostec", Nikolay Kolesov, might be enriching himself at the corporation’s expence and "cutting" loans from the state bank VTB. This can be evidenced by documents in the editorial possession. Could Russia’s defence potential be endangered?

The head of JSC "Radioelectronic Technologies Concern," part of "Rostec,” Nikolay Kolesov, has created a family empire, enriching itself at the expence of state structures — the corporation itself and VTB bank. It’s curious if Rostec head Sergey Chemezov knows about his “feats”...

Nikolay Kolesov is truly a legendary personality. He headed the Kazan plant "Elecon," operating in the defence industry, for ten years. In 2007, suggested by the ex-mayor of Kazan Kamil Iskhakov, who took the position of authorized representative of the DFO, Kolesov became the governor of the Amur region.

Nikolay Kolesov’s performance as head of the region led to his dismissal with the formulation "in connection with the loss of confidence" after one-half years. The region, saturated with people from Tatarstan, was continually embroiled in corruption scandals. The Far East locomotive, which Nikolay Kolesov promised to make the Amur region, so it never became.

The ex-governor apparently understood that promising isn’t doing, and once again went into business. In 2009, he assumed the position of general director of CRET.

«Flying Laboratories» of Kolesov

Imagine the surprise of journalists when they came across documents suggesting that Nikolay Kolesov might not be as clean as he seems. The editorial office received a purported recording of a conversation with Nikolay Kolesov. There’s no point in quoting it, as a normal person would hardly make it through the profane thicket of the conversation’s participants. However, the editorial office has both the recording and its transcript.

It concerns JSC «Ramenskoye Instrument Engineering Design Bureau» (RPKB), allegedly affiliated with Nikolay Kolesov. Either way, CRET is the second-largest client of RPKB after the Ministry of Industry and Trade. The contract amount is 540 million rubles, whereas with the ministry, it exceeds 6 billion rubles.

If we trust the transcript, between 2013 and 2017, two personal airplanes and a helicopter of Nikolay Kolesov were registered as flying laboratories at JSC «RPKB», supposedly for the testing of BREO complexes. Allegedly, he could use them for personal needs. And the costs of maintaining these aerial «trinkets», as well as pilots and stewardesses, were supposedly included in the cost of works carried out under the state defence order. Even the helipad on Rublevo Highway could have been registered to RPKB. Did Nikolay Kolesov decide to flaunt state funds?

They say that in 2018, the airplane, helicopters, and the helipad were deregistered from RPKB and could have been sold. Perhaps this allowed Nikolay Kolesov to fly to the United Arab Emirates every Friday, where his wife and daughters live, as malicious tongues relentlessly whisper. Sometimes it’s worth listening to them. But if all this turns out to be true, where could Nikolay Kolesov find himself? No one can afford to deceive in defence orders.

How can money be withdrawn?

The documents received by the editorial office include a potential money withdrawal scheme from RPKB.

«TatSotsBank» is practically owned by the Kolesov family. As early as 2010, «Elecon Plant» purchased 99.9% of the bank’s shares from the Reserve Fund. And in 2011, through «Elecon», OPC «Oboronprom» entered the bank’s shareholders, where Sergey Chemezov and the head of the Ministry of Industry and Trade Denis Manturov were partners. Are they «protecting» Nikolay Kolesov?

As of today, Anastasiya Kolesova owns 56.57% of the bank’s shares, Nikolay Kolesov — 18.28%, and Aleksandr Kolesov — 10.58%. OPC «Oboronprom» was liquidated in 2018. However, Chemezov and Manturov are still in their positions. Can they know about the schemes Nikolay Kolesov is spinning?

In the first quarter, the bank lost 60% of its profit. And that’s almost 452 million rubles. They could have been withdrawn from the bank. Whom to ask this question — the chairman of the supervisory board Nikolay Kolesov or the chairman of the bank’s board Anastasiya Kolesova?

The documents sent to journalists describe such a scheme. Allegedly, VTB in 2018 provided an irrevocable loan to RPKB, which already had a billion rubles of credit burden from other banks. The loan’s purpose — the purchase of a part of RPKB’s shares as a contribution to the property of LLC «Master Max» for the purposes of paying for the shares of the Borrower and the shares of LLC «Stella-K». The price of RPKB and «Stella-K» shares might have been maximally inflated to withdraw loan money to structures affiliated with «TatSotsBank».

Subsequently, it was planned to withdraw the most valuable assets, and transfer less valuable ones to the state, which was supposed to provide financial assistance to RPKB as a key OPC participant. And what can you call such actions? Isn’t this open fraud against the state?

Money could have been withdrawn to CJSC «River Park», which could not be detected at all. Yet CJSC «Kanfinnans» and CJSC «Ingroup» exist. They are united by the fact that in 2017, each had only one employee, which is usually a sign of companies through which money is laundered.

Defence on the sidelines?

Alright, Nikolay Kolesov may be «scheming» with VTB Bank, his «TatSotsBank», and its affiliated companies. The CRET that he manages seems to have aimed at Russia’s holy of holies — its defence. The alleged scheme — CRET through the BREO center (onboard radio-electronic equipment) of JSC «Helicopters of Russia» apparently dictates prices for equipment.

Previously, RPKB was suspected of possibly embezzling 600 million rubles that were allegedly withdrawn to firms LLC «Integrika Group», LLC «Euro Systems», LLC «Polisten Company», and CJSC «PKB «Kursk». According to rumors, the most money — 250 million rubles — could have run away to «Integrika Group» (TIN 7721684896 — ed.), which was liquidated on May 30 of this year because its data was found unreliable. But it likely managed to play its role.

The case was inexplicably closed. They say illegally, which means it may be reopened. When RPKB was overseen by Mr. Litkin (previously — Lishkin, TIN 504000704600: could it be this person? — ed.), who later began leading BREO «Helicopters of Russia». And this Litkin, who might have been on a short leash with Kolesov, got the opportunity to conclude contracts worth 60 billion rubles. And then it was already a matter of technique.

Does Sergey Chemezov know what is happening in his corporation?

For example, JSC «Kamov», part of «Helicopters of Russia», chose equipment supplier-1, not belonging to CRET or affiliated with JSC «RPKB» and JSC «Stella-K». Then CRET set unjustifiably high prices for equipment-2 needed for the project. And demanded to sign a supply contract for equipment-1 with a firm affiliated with CRET . In this case, the price for equipment-2 would be reduced.

As a result, «Kamov» was forced to conclude contracts with RPKB and «Stella-K» at unjustifiably high prices dictated by CRET. At the same time, a minor upgrade of an existing radar was priced by «Kamov» as the development of a new fifth-generation radar (AFAR).

What does this mean? Apparently, pursuing Nikolay Kolesov’s interests, CRET could act as a competitor to «Helicopters of Russia», inflating prices and thus depriving Russian products of export potential. This already threatens Russia’s defence capabilities. Could Nikolay Kolesov soon find himself not only in a big scandal but also behind bars?
