"Drug dealers case": Kyrylo Shevchenko left the country, taking 5 million in cash

After the apprehension of a gang of drug dealers, the so-called president of the Ukrainian Boxing Federation Kyrylo Shevchenko fled to Montenegro and took $5 million.

At the end of 2022, information appeared in the media about the arrest of members of a criminal group engaged in drug trafficking. This news did not gain much attention and was quickly forgotten. We want to rectify this injustice, especially since the self-proclaimed president of the Ukrainian Boxing Federation Kyrylo Shevchenko is involved with this group.

After his associates were arrested, he disappeared from the country and... has not returned yet. On December 23, 2022, officers of the department for combating drug-related crimes detained two members of the drug group who were selling banned pills in Ukraine and transferring the money to Russia. The "business" was organized by a 38-year-old native of Donbas, who obtained Russian citizenship and currently resides in Rostov-on-Don.

Over 365,000 banned pseudoephedrine pills, from which up to 36 kg of methamphetamine can be produced, were seized from the offenders.

The estimated value of the drugs at "black" market prices is over 10 million UAH. Mobile phones, bank cards, dollars, and Russian rubles were also seized.

This is official information from the National Police. Now, a few significant details that we learned from our own sources in law enforcement agencies.

According to our data, one of those detained was Oleksandr Shchyptsov. A native of Russia, reportedly even wanted by Interpol as a repeat offender. He is referred to as the right-hand man of drug baron Yehor Burkin (Levchenko) — the founder of the so-called "Khimprom", a Russian drug syndicate that has developed an extensive network of synthetic drug distribution in Ukraine.

The Ukrainian "office" of the cartel was overseen by Kyrylo Shevchenko and his people. He and his lawyer Andriy Tsyhankov helped Russians establish drug deliveries to Ukraine. Recently, even their office addresses in Kyiv were published online.

Notably, after this report, lawyer Tsyhankov immediately came up to refute it. This raises certain thoughts. After the drug traffickers’ gang was captured, Shevchenko hurriedly left the country.

He departed on December 29, 2022, to Montenegro through the "Shehyni" checkpoint and has not returned yet. According to our information, he took about $5 million, earned from the drug business, in his car. How did he manage to cross the state border when men are prohibited from leaving?

Just before the full-scale invasion, Shevchenko took control of the Boxing Federation and now he is an "official person" who can travel abroad for sports purposes, for instance.

What exact sports-related activities he has been involved in in Montenegro for the past three weeks remain unknown to us. After all, the federation has not reported any meetings or competitions in that country. While Shevchenko enjoys peaceful life in the EU, here in Ukraine, his lawyer Tsyhankov is "addressing issues" with law enforcement agencies to protect the boss from legal troubles.

It is likely that this is why Shevchenko is not rushing home. Shevchenko is a product of the turbulent 1990s. The media referred to him as close to criminal circles that "protected" street trade in the capital’s underpasses.

He headed the Kyiv city boxing federation. He has dubious ties with the aggressor state, more specifically with the "Kadyrovtsi." In 2020, he invited two children’s boxing coaches, Rustam Chichayev and Valid Aidamirov, from Chechnya to Ukraine. However, it later turned out that they were not coaches, but security officers close to Ramzan Kadyrov’s militant group. They were immediately deported from Ukraine.

The media reported this story. The large-scale war did not cool these relations. ATO veteran Mykhaylo Mayman accused Shevchenko of continuing cooperation with the "Kadyrovtsi" and even facilitating their aggression against Ukraine.

As for his accomplice Tsyhankov, he is an equally controversial figure. He defended corrupt officials in court, including former MP Oleksandr Onyschenko, and later hooked up with Shevchenko and delved into crime. In 2016, he was even detained on suspicion of espionage for the benefit of Russia.

However, nothing came of the case, and Tsyhankov was released. The aforementioned Mykhaylo Mayman accused Shevchenko and Tsyhankov of organizing his abduction and assault — allegedly on a personal order from Kadyrov. Currently, Tsyhankov is visiting acquaintances in law enforcement, attempting to buy off his Montenegrin comrade Shevchenko from criminal prosecution. Whether he succeeds, we will find out immediately upon Shevchenko’s return to Ukraine.

As for Shchyptsov and other group members, the investigation continues, which should end with fair sentences. Not only for those who sold drugs but primarily for the organizers of this "business" — the Russians and their local "partners" in the person of Shevchenko and Tsyhankov.
