Hladkovskyi put on wanted list in case of cars for army
The former first deputy secretary of the National Security and Defence Council, accused of abuses in the purchase of cars for the army, is wanted by NABU.
Investigators found that the former general director of Ukrspetsexport AC conspired with Ihor Hladkovskyi, son of the then First Deputy Secretary of the National Security and Defence Council of Ukraine Oleh Hladkovskyi, "to provide the latter with an undue benefit at the expense of Ukrspetsexport AC" by concluding a contract for the supply of equipment" .
According to the investigation, during August 2016 - February 2017, they ensured the conclusion and execution of the necessary contracts between the AC "Ukrspetsexport" and the company controlled by Hladkovskyi on the purchase of altimeters for aircraft equipment for a total amount of 14,377,249.99 UAH. At the same time, the difference between the market value of the goods and the contract price totalled UAH 12,947,075.99.
"These actions resulted in the damage to the DC "Ukrspetsexport" in the amount of 12,947,075.99 UAH". In turn, a close relative of the former official of the National Security and Defence Council of Ukraine enriched on this more than 170 thousand US dollars - that’s how much he received for the performance of the mentioned contract", - noted in the SAP.
They also added that Hladkovskyi and Bukin observed the conspiracy and took all measures to conceal their own participation in the scheme.
To solve the offences helped the competent authorities of the United Arab Emirates and the Special Administrative Region of the People’s Republic of China Hong Kong, information from which confirmed the real value of the goods supplied, as well as the role and participation of the relevant foreign companies and their officials.
Actions of the former Director General of Ukrspetsexport AC Bukin were qualified under part 2 of article 364 of the Criminal Code of Ukraine - abuse of official position, which entailed grave consequences.
Hladkovskyi’s actions were qualified under part 3 of Article 27, part 2 of Article 364 of the Criminal Code of Ukraine - organisation of the above-mentioned abuse.
They are wanted, so a special pre-trial investigation (in absentia) was carried out against them.
