Even those who suffer from serious illnesses can be considered fit for military service. People with diabetes and HIV may serve depending on the degree of disability.

This was announced by the Director of the Department of Health of the Ministry of Defence of Ukraine Oksana Sukhorukova during the telethon.

Sukhorukova noted that according to new changes in legislation, people who were previously “of limited fitness” must undergo a second medical examination. Those deemed unfit will be removed from the military register.

“There are nuances about people who will receive the status “fit for service.” Because a person may be fully fit or, for example, fit for service in higher military educational institutions, in medical units, in support services, logistics, in the transport and logistics center.” , she noted.

A spokeswoman for the Ministry of Defence explained that people with the same diseases can be considered either fit or unfit depending on the degree of limitation of functionality determined by a military medical commission.

"For example, if a person had a history of an ulcer, but it healed, the person feels normal, his functionality is fully reproduced, then he will be suitable. If a person has an ulcer, as a result of which, for example, part of the stomach was removed, the person has limited functionality, it will most likely be unsuitable depending on the limitation of functionality for service,” Sukhorukova emphasized.

According to her, military medical examination does not establish a diagnosis, since this is the work of doctors. They determine the diagnosis and the degree of limitation of functionality. The task of the MMC is to determine whether a person is fit for service or not, based on the existing diagnosis.

"If we talk about diabetes , then when we are talking about a mild degree, which can be leveled out by diet, lifestyle, then this person is suitable. If a person has a mild or moderate degree of diabetes, then he may be suitable for service in certain parts. If a person has severe diabetes, then the person is unfit for service,” she explained.

Persons with HIV will also serve if they are asymptomatic carriers with full immune compensation. In case of immune subcompensation, they can serve in limited parts. Severe illness means unsuitability for service.

“They are people like us, they do not pose a threat to society,” Suzorukova emphasized.

The procedure for appealing decisions of the MMC remains in force. If the military medical commission orders a review or additional examinations, they must take place in another health care institution, and not in the one whose findings were appealed. In case of disagreement with the decision of the central Military Commission, the person liable for military service has the right to go to court.
