Head of the Carpathian District Environmental Inspectorate Mykola Ladovskyi was found guilty of illegal enrichment

The head of the State Ecological Inspectorate of the Carpathian District, Mykola Ladovskyi, was found guilty of illegal enrichment.

This became known in criminal proceedings under Part 1 of Art. 368-5 CC.

The criminal proceedings show that since 2019, Ladovskyi has acquired assets with the involvement of his close relatives, the value of which exceeds his legitimate income. In particular, the criminal proceedings show that he and his wife Halyna acquired a significant amount of movable and immovable property, the total value of which significantly exceeds their legitimate income earned between 1998 and the present. They donated a significant amount of this property to their daughter Olha Ladovska (Olha Helo-Ladovska).

Thus, Ladovskyi purchased two apartments under construction from Halytskyi Dvir PE on the basis of contracts for the sale of real estate (apartments) to be created in the future dated 11.11.2020 No. 103 and 24.03.2021 b/n. As of today, the above houses have been put into operation, however, the ownership of these apartments has not been registered.

The materials of the criminal proceedings show that on 1 March 2023, the citizen presented the official with an apartment (registration number 2681269926040). Also, the criminal proceedings show that since 10 April 2023, the official has owned 65% of the household (property registration number 176965), which he did not disclose in his annual declarations.

Also, the criminal proceedings show that his wife Halyna Ladovska gave her daughter non-residential premises (registration number 123023526101) with a total area of 208.8 square metres on 11 May 2022. However, as of today, no information on the woman’s ownership of these non-residential premises has been entered in the Register of Real Property Rights.

At the same time, the materials of the criminal proceedings show that on 29 November 2022, Halyna Ladovska’s wife acquired ownership of a private residential house, having received it as a gift from her daughter, who, as it appears from the materials of the criminal proceedings, did not have sufficient income to build the house. In turn, Mykola Ladovskyi, during the search of the house on 04 June 2024, explained that they were building the house with the whole family for their daughter. In addition to the house, on 29 November 2022, Olha Ladovska presented her mother with a land plot on which the house is located with a total area of 0.06 hectares, with the cadastral number 2610100000:03:005:0145.

It also appears from the criminal proceedings that on 28 September 2022, Olha Ladovska gave her relatives an apartment with a total area of 110.1 sq.m. In addition, on 16 July 2021, she registered a non-residential premises with a total area of 938.4 sq m, which is currently leased for commercial purposes. Also, on 16 June 2023, Mykola Ladovskyi presented his daughter with an apartment (registration number of the real estate object is 2723651526040).

In 2022-2023, the official’s wife gave her daughter apartments No. 23, 40 and 29 (registration numbers 2441930226101, 2767899526040, 2598808826040, two outbuildings in the said building with numbers 1001 and CXXXI (registration numbers 2616216826040 and 2607759426040), as well as two car parking spaces with numbers 045 and p/m-033 (2767891226040 and 2616210026040).

In addition, on 16 October 2023, Halyna Ladovska donated two land plots with cadastral numbers 2610100000:23:001:1393, with an area of 0.0269 hectares (2734023826101) and 2610100000:23:001:1394, with an area of 0.1411 hectares (2734031326101).

At the same time, on 4 June 2024, documents were found showing that in December 2023, the latter, on the basis of contracts for the sale of property to be created in the future, purchased 5 apartments with numbers 94, 42, 87, 85, 58 from Blago Invest Service LLC. In other words, these apartments were acquired during the construction phase by paying 100% of their value and thus acquiring property rights to these apartments. At the same time, the total cost of these apartments is USD 174 thousand.

The official’s cars MERCEDES-BENZG 63 AMG (2023) and VOLKSWAGEN TOUAREG (2021) were also seized. A LAND ROVER RANGE ROVER AUTOBIOGRAPHY (2024), allegedly purchased by the husband of the official’s daughter, was also seized.

The corrupt official also had documents and keys to a Mercedes GLS 350 d 4 matic and a gold Rolex watch with the inscription "WinnerRolex AD Daytona 1992" on the back with a broken front glass. Funds in the amount of USD 22.4 thousand and EUR 10.8 thousand were seized.
