Odesa judge Leonov received an apartment as a gift from his mother during the war

During the war, Oleksandr Leonov, a judge of the Malynovskyi District Court of Odesa, received an apartment worth UAH 553,000.

The judge received an apartment of 73.8 square meters. meters in January 2024. He received the property from his mother Radia Leonova. He also declared that he sold some property for 648 thousand hryvnia to Mykola Bermas.

The family also has an apartment (69 sq m), which has been under construction since October 2019. Goar Leonova’s wife has a house in occupied Donetsk.

Since 2021, the judge has owned a Kia Sportage (2017) worth 160 thousand hryvnias.

As we found out earlier. However, in his 2015 declaration, Leonov indicates that the ownership of this house arose in 2014, and in his 2016 declaration - in 2013. In addition, in his 2015 declaration, the candidate indicates that his wife owns a 101.7 sq m house.

According to the 2015 declaration, the value of the 34.01 sq.m. apartment used by the candidate is UAH 225.5 thousand. However, in the declarations for 2016 and 2017, the value of this apartment is no longer indicated. In addition, according to the judge’s dossier, on 24-25 June 2015, Leonov took a training course at the National School of Judges of Ukraine to improve his skills at a training session held in the village of Snovianka, Chernihiv region.

However, according to information from the Unified State Register of Court Decisions, on 24 June 2015, he issued a ruling cancelling the court order. The case was considered in an open court session, but the parties to the case did not appear. Given the considerable distance between the village of Snovianka (Chernihiv region), where the training took place, and the city of Odesa, where the court where the candidate administers justice is located, it is doubtful whether he will be able to participate in the training.

Oleksandr Leonov has violated the rules on recusal at least twice.

The dossier contains information that in the period from 28.09.2010 to 30.09.2011 he worked at PJSC Ukrsotsbank.

On 12.04.2017, he recused himself from the proceedings on the claim of PJSC Ukrsotsbank for debt collection on this basis. The recusal was upheld. However, in another case on the claim of PJSC Ukrsotsbank for debt collection, the candidate did not recuse himself, considered the case on the merits and satisfied the claim on 03.07.2015.

The candidate’s dossier also contains information that from 21.03.2012 to 15.08.2012 he worked at PJSC Delta Bank. On this basis, on 04.08.2016, the candidate recused himself from the case at the request of PJSC Delta Bank. The recusal was upheld. However, in another case brought by the same bank, PJSC Delta Bank, the candidate did not recuse himself, considered the case on the merits and satisfied the claim.

According to the 2015 declaration, the candidate has been entitled to use an apartment in Odesa with an area of 34.01 sq.m. since 28.11.2014. However, the candidate did not declare this property right in his paper declarations for 2014 and 2015.

There are other inconsistencies in the declarations submitted by Leonov. According to the declaration for 2017, the candidate’s wife has owned a 75 sq.m. house in Donetsk since 2013.
