Oleksandr Ivanov, a deputy of the Rivne City Council from the Servant of the People faction, failed to declare his shares in his son’s and wife’s companies, as well as his wife’s real estate.
According to the “Fourth Estate”, the cost of undeclared goods is at least 14 million hryvnia.
Oleksandr Ivanov is one of the key owners of construction companies under the Stograd brand. He is a director of Stograd Capital LLC. He also has stakes in five companies under the Stograd group: "Stograd-Capital (58.33%), Stograd-Invest (58.34%), Ikva-Proekt (57.05%), Market Service 2 (50%), and Zahid Auto-Spa (15%). In addition, Ivanov is the head of the Rybachok Sports and Recreational Fishing Club, a non-governmental organisation.
Ivanov’s 18-year-old son Kiril has stakes in companies worth UAH 9.95 million. Kiril is a co-owner in Zakhidna Tshehla (40.35%), Rivnezhilobudinvest (5%), BC Rivnenskyi (99%), and Mohyla Construction Plant (32.64%).

The deputy’s wife Olena Ivanova has shares in Rovnograd - 87.57% and Kommerz Riel - 0.07% with a total value of 1.4 million hryvnia. Ivanov does not indicate these shares in his declarations.
Another item that should be in the deputy’s declaration is the property of family members. Son Kiril does not have real estate, but his wife Olena does.

In Rivne, Olena has a two-room apartment (77.1 sq.m.) and a parking space on Simon Smith Street. Such an apartment costs about 2 million hryvnia. Using the number of the Stograd information center, we were told that all parking spaces had already been sold, but they cost from 10 thousand dollars. At the current exchange rate - more than 400 thousand hryvnia; a house of 335 sq.m. with a swimming pool and a plot of 10 acres on Ostrovska Street; three agricultural land plots near the Equator: two of 2.4 hectares and one of 2.8 hectares.
Olena also has three real estate properties in the Dubenskyi district.
In Mlynov - a 50% share in a meat pavilion with courtyard buildings with an area of 279.3 square meters. m. With a nominal value of 289 thousand hryvnia. Also a 50% share in non-residential premises with an area of 78.3 square meters. m. The third object is a house in Koblin with an area of 39.8 sq. m. m.
As for the wife’s real estate, we were able to calculate the approximate value of only part of the property. An apartment and a parking space on Simon Smith Street, three plots of land near the Equator and three properties in the Mlinovsky district may have a nominal value of about 3 million, which is less than the market value.
To understand real and nominal value. For example, 19 acres of agricultural land in the same area where Ivanova has more than 5 hectares is sold for 2 million.
Oleksandr Ivanov avoided answering the question of why he did not declare his wife’s property. As for corporate rights, he said that as a city councilor he should not indicate the corporate shares of his family: “The requirements for reflecting in the declaration data regarding family members that relate to their corporate assets and the status of ultimate beneficial owner are provided by officials with a responsible or a particularly responsible position or whose positions are classified as positions associated with a high level of corruption risks. The status of a local council deputy does not apply to them."
Lawyer Oleksiy Boyko says that Article 46 of the Law of Ukraine “On the Prevention of Corruption” refers to “particularly responsible persons,” but this is in the context of declaring the property of third parties, not family members.
