Turkish "Onur" secured a 2 billion contract for the restoration of the Metro bridge

On July 15, the Kyiv City Council Road Corporation «Kyivavtodor» ordered anti-emergency works on the Metro Bridge over the Dnipro River from the company «Onur Taahhut Tasimacilik Insaat Ticaret Ve Sanayi A.Ş.» (Turkey) for a value of 2.00 billion UAH.

By the end of 2026, the restoration with adaptation of the roadways of the Metro Bridge over the Dnipro River is to be completed. For the current year, funding is provided in the amount of only 31.50 million UAH.

In the final resource statement, the largest amount of 660 million UAH is allocated for longitudinal and spiral seam welded steel pipes with a tensile strength of at least 38 kgf/sq. mm in various diameters. The most significant in cost are pile blanks from pipes with an outer diameter of 1420 mm and wall thickness of 16, 18, and 20 mm at a uniform price of 62,526 UAH/m (prices hereinafter include VAT). In weight conversion, prices depending on wall thickness range from 91,000 to 113,000 UAH/ton.

Currently, in online stores, 1420 mm pipes with different wall thickness are priced from 40,000 UAH/ton to 60,000 UAH/ton, which is at least a third cheaper. The «UTMK» site offers a 1420x16 mm pipe for 66,000 UAH/ton, which is 42% cheaper than its estimated price of 113,000 UAH/ton.

A smaller pipe of 1220x14 mm worth 9 million UAH is considered at 43,954 UAH/m. This is slightly more expensive than the price of such a pipe in a spring agreement of the Restoration Service in the Dnipropetrovsk region with LLC «Avtostrada-Pivnich» for a main water pipeline, which was 41,775 UAH/m.

An even smaller pipe, 1020x10 mm worth 1 million UAH, is considered at 23,050 UAH/m. «UTMK» offers it for 66,000 UAH/ton, which in length conversion is 16,334 UAH/m. This is at least a quarter cheaper. Last autumn, at a construction tender of DPSU, such a pipe cost 11,374 UAH/m.

Significant funds are also allocated for custom metal structures at various prices, but the lack of any details and characteristics makes it impossible to compare prices with the market.

An additional 28 million UAH is allocated for hydraulic jacks with a locking nut DG100G150 with hydraulic return and a manometer at 72,240 UAH/pc. There are no prices for exactly these in open sources.

The contract price is dynamic, meaning payments can be made at prices differing from the estimate.

The estimate includes an average worker’s salary of 18,000 UAH. According to the Pension Fund, the average salary indicator for calculating a pension is slightly lower - 15,433 UAH, while the average salary for construction vacancies on the «Work.ua» site in Kyiv is significantly higher - 30,000 UAH.

The company secured the contract without competition because no one else came to the open bidding. To participate, it was necessary to provide a previously executed similar contract for the construction, reconstruction, or major repair of non-class bridges of complexity category IV-V or consequence class no lower than CC3 in cities and other settlements. The contract had to be concluded in the last seven years, i.e., in 2016-2023, and confirm 100% completion of the main works of the current tender:

Vibrodip piles from water, diameter 1,420mm - 650 tons;
Installation of metal structures - 2,254 tons;
Corrosion protection of metal structures - 9,200 sq.m.
Vibrodip sheet pile type «Larsen» - 83 tons;
Arrangement of flatboats from pontoons - 40 pcs./75 tons;
Assembly of metal construction trusses on the slipway - 1,111 tons;
Transversal movement of steel span structures, up to 80 m - 1 piece.
Moving over water in a closed/open water area of steel structures - 1,111 tons;
Lowering steel span structures, up to 88 meters long - 4 m.

To confirm their experience, «Onur Taahhut» presented a contract for the construction of a bridge over the Dnipro in Zaporizhzhya.

Additionally, it was required to confirm a net income (revenue) for 2022-2023 (cumulatively or in one of the two years) of at least 99% of the expected amount, i.e., not less than 1.99 billion UAH.

Furthermore, the availability of at least 69 road workers/builders, chief engineer, site manager, foreman, surveyor, master, certified specialist in non-destructive testing of metal structures, engineer, and occupational safety engineer had to be confirmed.

Additionally, the customer established the minimum quantity of certain equipment, including two tugboats and a non-self-propelled floating structure for placing cargo, equipment, and performing works from the water.

The State Audit Office is checking this tender based on signs of some legal violations.
