Ukrainian Armed Forces are starting to use a new model of providing food to their soldiers, - the Ministry of Defence
There are reports of substandard products being supplied to military personnel from time to time. The new system will create additional quality control mechanisms and ensure continuity of supply.
The Ukrainian Ministry of Defence presented a new model for providing food to the Ukrainian army, developed by the procurement agency "State Rear Operator" (SRO). This was reported on September 9 by representatives of the defense department at a meeting with potential suppliers and manufacturers.
According to the Ministry of Defence, the pilot project will be launched in several regions of the country from February 2025. At the first stage, the new model will be implemented in Kyiv, Kyiv, Vinnytsia, Zhytomyr, Cherkasy and Kirovohrad regions. During the first year, it will function in parallel with the current support system.
Deputy Minister of Defence Dmytro Klimenkov noted that the main goal of the reform is to improve the quality of supplied products and increase the efficiency of the supply process. The new system will create additional mechanisms for monitoring the quality of goods intended for the needs of the Armed Forces of Ukraine, and will also ensure continuity of supplies.
Under the new model, suppliers will be compensated for the goods and paid for related services such as warehousing and transportation based on a service level agreement.
An important element of the new system will be a fixed maximum price for products in catalogues. About 75% of goods will be purchased directly through open SRO platforms, and suppliers will be able to purchase the remaining product categories independently from subcontractors, who will also be monitored for compliance with standards.
In addition, the SRO will introduce a blacklist for companies that violate contractual obligations. This will limit the ability of unscrupulous suppliers to participate in the process of providing food to the army in the future.
"Our main goal is to ensure an increase in the quality of products that the Armed Forces receive, as well as the efficiency of the supply process itself. So that, while observing transparent rules of the game, all participants in the process are interested in ensuring continuous and high-quality supplies to the Armed Forces of Ukraine," noted Halyna Lytosh, program director for food at the State Fire Service.
