President Zelenskyy signed the law on customs reform
The Head of Ukraine signed the law «On Amendments to the Customs Code Regarding the Introduction of Certification for Customs Service Employees».
This was announced by the Member of Parliament, one of the co-authors of the bill, Yaroslav Zheleznyak, on Thursday, October 17.
«The customs reform law No. 6499d has been signed. It comes into effect on November 1!», – he noted.
The explanatory note to the bill states that it proposes to change the procedure for competitive selection for the position of the Head of the State Customs Service, implementing practices of NABU and other anti-corruption bodies as a basis.
It is proposed to involve international experts in conducting the competition for the selection of members of the attestation commissions, establish a decision-making algorithm for the selection commission, and also grant the Head of the State Customs Service the right to appoint their deputies without the approval of the Finance Minister.
Once this document comes into effect, approaches to forming attestation commissions and commissions for conducting an external independent assessment (audit) of the effectiveness of the customs service’s activities should be improved.
It also provides for the procedure of re-certification of all customs service employees within 18 months from the day of the appointment of the new head of the service.
