Starting today, Ukrainians can apply for 1000 hryvnias "eSupport"

State assistance will be available from December 2024 to February 2025. These funds can be used to pay for utilities or medical services, purchase medicines, books, education, transport, insurance, charity, donations to the Armed Forces of Ukraine, or purchase military bonds. No taxes will be applied to these funds. This was reported by the Communications Department of the Cabinet Secretariat.

Who can receive the assistance?

All citizens of Ukraine who are residing in the country, including children. One of the parents can receive the payment for their children to their account.

How can you receive the funds?

Applications can be submitted through:

• The "Diya" mobile application: from December 1, 2024.

• "Ukrposhta": from December 4, 2024, without a separate application submission.

• Partner banks: from December 10, 2024.

How to obtain support through the "Diya" mobile application?

1. Install or update the "Diya" mobile application. Complete electronic identification and authentication.

2. In the "Services" tab, select "Winter eSupport".

3. Read the program description and click the "Start" button.

4. Select whether the payment is for yourself or your child.

5. Select a card for funds transfer. If you already have a "National Cashback" card, select it. If not, the "Diya" mobile application will suggest opening one in a partner bank of the program.

6. Verify the application data and confirm that you are residing in Ukraine.

7. Once the application is approved, the funds will be transferred to the selected card in "Diya" within 10 days.

The funds can be used until December 31, 2025, inclusive. Unused funds will be returned to the state budget.

How to receive support through "Ukrposhta"?

Those who belong to the following categories can receive a thousand hryvnias through "Ukrposhta":

• Pensioners over the age of 60 who receive payments through "Ukrposhta".

• Persons with disabilities in groups 1 and 2 who receive a disability pension or social assistance through "Ukrposhta".

• Persons with childhood disabilities in groups 1 and 2 who receive payments through "Ukrposhta".

• People receiving a supplement for caring for a child with a subgroup A disability through "Ukrposhta".

• Those receiving all types of pension and social payments through "Ukrposhta" in areas of active hostilities.

"Ukrposhta" workers will notify you about the 1,000 hryvnia payment during the pension or social aid payout in December.

How to receive support through a bank?

Citizens without a tax identification number due to religious beliefs, citizens aged 65+, as well as guardians or legal representatives of minors/young children, can apply for assistance at a branch of a partner bank.

The full list of banks will be announced additionally.

Where are the funds from?

The funds for the "Winter eSupport" program will be taken from the remaining funds of the Unemployment Insurance Fund. This was stated by Finance Minister Serhiy Marchenko during a press conference at the end of November.

"These funds were formed in the Unemployment Insurance Fund. Considering the balances that were formed back in 2023 and also in 2024, these balances were planned to be used for certain programs of the Ministry of Economy, including those meant to support economic activity and investment programs," the minister said.
