The Ministry of Education and Science of Ukraine has published a draft admission procedure for higher education institutions for 2025, which includes changes to the master’s admission rules.

Draft Admission Procedure for Higher Education Institutions for 2025

The Ministry of Education and Science of Ukraine has presented a draft admission procedure for higher education institutions for 2025.

This document is meant to serve as the basis for the admission campaign for future master’s students and includes a series of innovations and changes that applicants should consider.

Main Provisions of the Draft Admission Procedure

  1. Conditions for Admission to Master’s Programs: Admission to master’s programs is based on a bachelor’s or master’s degree. For medical, pharmaceutical, and veterinary specializations, admission is based on a complete secondary education or a junior specialist degree.

  2. Master’s Program Based on Another Specialty: Applicants with a bachelor’s or master’s degree, even in another specialty, can be admitted to a master’s program provided they successfully pass entrance examinations.

  3. Unified Entrance Examination (UEE) and Unified Professional Entrance Test (UPET): Admission to master’s programs in 2025 will be based on the results of the UEE and UPET, as well as consideration of motivation letters. The UEE will include a foreign language test and a general educational competence test. For certain specializations, there will be additional professional tests, depending on the field of study.

  4. Passing Threshold for Examinations: The passing threshold for the UEE is set at 5 points for both parts of the test, while for the UPET, it is 35 points.

  5. Special Admission Conditions: Applicants who are participants of the Revolution of Dignity, military personnel, or have disabilities will be able to enter based on an interview instead of standard exams. There is also a provision for transferring to vacant budget seats for those initially admitted on a contract basis.

  6. Application Submission: Applicants will be able to submit applications through an electronic cabinet, which will be open for registration starting July 1, 2025. Applications for budget-funded places will be submitted with a priority ranking.

  7. Competitive Selection and Calculation of Competitive Score: The competitive score will be calculated using a formula that includes assessments from the foreign language test, general educational competence test, and professional exam. Different specializations may have different conditions for calculating scores.

  8. Admission Timelines: Registration for participation in the UEE and UPET, as well as the entrance examinations, is scheduled for July-August 2025. The formation of ranking lists of applicants and enrollment for budget-funded places will be completed by August 26, 2025.

  9. Additional Admission: Higher education institutions may announce additional registration periods for applications for contract-based admission.

Some provisions may change following the final approval of the document.
