From village head to tycoon: the family of the former head of Bryukhovychi has acquired real estate and businesses

The family of the 50-year-old deputy of the Lviv Regional Council from "European Solidarity", Volodymyr Domanskyi, has accumulated a substantial amount of real estate and businesses over the course of his five years as the head of the village of Bryukhovychi.

This is stated in the investigation by NGL.media.

Volodymyr Domanskyi held the position of the village head of Bryukhovychi from 2015 to 2020, until the village became part of the Lviv community. He assumed this position with modest wealth. According to his 2016 declaration, he owned an apartment in Lviv with a total area of 23 m² and half of a house with an area of 59 m² in Volya-Homuletska, 420,000 UAH in cash with his wife, and a share in the company "Ninel." The annual salary of a village head at that time was only 140,000 UAH.

However, soon the family began acquiring new property. Initially, these were small purchases. For example, in 2017, his wife bought a car for 356,000 UAH, and a year later, an apartment for 500,000 UAH. By 2020, Kateryna Domanska had an own house in Bryukhovychi for 900,000 UAH.

During Volodymyr Domanskyi’s tenure, real estate also started to appear among his wife’s close relatives.

Her brother, 18-year-old Volodymyr Uskyi, bought two plots of land in Bryukhovychi with a total area of over 25 "ares" for half a million UAH. At 22, he spent 845,000 UAH on an apartment in a building on Lvivska Street, 24, which he recently sold for over 2 million UAH. The homeowners’ association "Lvivske 24," which he managed until recently, is trying to acquire land there—apparently for some new residential complex.

Domanskyi’s father-in-law, Vasyl Uskyi, became the owner of two commercial premises with areas of 118.5 m² and 53.5 m². In the smaller premises located in the housing complex "Kazka," Kateryna Domanska opened a medical practice—“the first medical office Pokrova in Bryukhovychi.” She obtained the necessary medical license on November 23, 2023.

In December last year, Vasyl Uskyi, who works as an ordinary crane operator, bought a hectare of land in the Yavorivskyi district for a symbolic 65,400 UAH from the former deputy of the Bryukhovychi Village Council, Roman Suvorov. Earlier, in the same 2023, Uskyj senior bought another 14 "ares" in Bryukhovychi for 1.3 million UAH, which amounted to 35,000 USD at the NBU rate at the time, although the plot was being sold on OLX for 90,000 USD. Now, these 14 "ares" and the neighboring 6 "ares" are being sold for 260,000 USD, as explained by a realtor. This means that just for the father-in-law’s plot, they want 182,000 USD.

Under the security of the acquired plot, Vasyl Uskyi borrowed over a million UAH from an old acquaintance, Pavlo Nikitin. The cash was to be returned by December 6 this year. The company in which Nikitin is a co-owner was building a residential complex in Bryukhovychi on Shyroka Street—housing complex "Greenwood-3". This construction was allowed in the village precisely during Domanskyi’s chairmanship.

Olena Nikitina, Pavlo Nikitin’s wife, also lent money to Domanskyi’s mother-in-law, Mariya Uska, this year, but significantly more—6.2 million UAH.

The debt repayment was secured by collateral—a 139.6 m² apartment in the Lviv housing complex "Sofiivka". Mariya Uska acquired property rights to this housing for 1.5 million UAH in 2020 when it was under construction. Besides this real estate, in August 2022, she bought two plots in Bryukhovychi at reduced prices.

Additionally, the Domanski couple borrowed nearly 2.3 million UAH, which should have been repaid in 2022. However, such money was clearly lacking, according to income declarations. In 2022, Domanskyi had only 275,500 UAH in income, and savings decreased by only 280,000 UAH.

Moreover, in 2021, Kateryna Domanska became the owner of real estate worth over 5 million UAH by becoming the founder of the company "Ryasne-Service," which shortly before had acquired premises with an area of almost 400 square meters in Lviv.

Kateryna Domanska refused to speak to reporters about her business. Volodymyr Domanskyi briefly stated that "it was a long time ago," his wife was involved in it, and the premises "certainly were not expensive." According to him, the premises were not bought at all—"there were some exchanges," but he doesn’t remember the details.

Domanskyi also distances himself from the company "D.S. Group," which listed his phone number in the registration data. This company officially belongs to his father-in-law Vasyl Uskyi. In autumn 2022, the father-in-law also registered as a sole proprietor with the main activity "beverage servicing" and again provided the contact number of his son-in-law.

Domanskyi’s mobile phone is also used by the company "Knyahynia," which is conducting large-scale construction of a restaurant with a hotel in a park in Bryukhovychi—officially at Kurortna Street, 3.

Sources informed journalists that Volodymyr Domanskyi allegedly owns a restaurant on Rynok Square in Lviv—"Tavern Salvador." Judging by the establishment’s Instagram page, it opened in early 2023.

It turned out that the restaurant premises were rented by Kateryna Domanska’s parents—Mariya and Volodymyr Uskyi. This was confirmed by the owner of the premises, Yaroslav Portukhay.

Mariya and Volodymyr Uski obtained a license for the retail sale of alcohol at "Tavern Salvador" from the tax authorities. On November 4, this license was annulled at Mariya Uska’s request, likely because Salvador recently stopped operating.

Volodymyr Domanskyi confirms that he invested money in the restaurant. It was thanks to the restaurant that the latest declaration by Domanskyi showed an income of 3.4 million UAH for 2023, whereas the previous year, there was only 275,500 UAH.

A new business was recently started by Kateryna Domanska’s younger brother—25-year-old Volodymyr Uskyi. He registered as an entrepreneur and now drives a truck bought for him by his sister in the spring. Incidentally, the Domanskyi family switched to a 2018 Jaguar I-Pace electric car this year, purchased on lease, worth over a million UAH.

Recently, Uskyi Jr. married Lviv resident Violetta Nurayemt, who began acquiring land in Bryukhovychi at the age of 19. In December 2018, she purchased two plots with a total area of nearly 14 "ares." Interestingly, two unrelated sellers of the land were represented by a 25-year-old resident of Bryukhovychi under a power of attorney. The price for the land was also very symbolic.

At 20, Nurayemt, according to YouControl, became the founder of a development company, to which she transferred this plot on Kurortna Street. At the time, the company was called "Performance" and quickly transitioned to the owners of "!Fest Emotion Holding".

The construction was permitted by the Bryukhovychi Village Council under Domansky’s leadership, which issued urban planning conditions and restrictions to the 20-year-old Violetta’s firm in August 2020, and by autumn, the company was already sold.

As for the second acquired plot, with an area of 0.0854 ha, the businesswoman bought it for 140,000 UAH and sold it for almost 1.7 million UAH. This land was also allocated for free at a session of the Bryukhovychi Village Council five months before the sale. Nurayemt refused to speak with journalists.

Domanskyi’s father-in-law also acquired two more companies. In 2020, Vasyl Uskyi became a co-founder of "DM Consulting Group," engaged in diverse activities—from construction to restaurants. At the time of writing, he was a sole owner, but when journalists began calling everyone for comments, the firm transitioned to another person and was renamed "Veshin LTD."

Thanks to archive data from the real estate register, journalists discovered that through "DM Consulting Group," a series of properties passed: "The co-founder contributed real estate to the share capital, which was then transferred to other people in various ways."

The origin of the funds could not be explained by Domanskyi’s mother-in-law and father-in-law. He himself explained everything very vaguely, specifically mentioning the savings of his grandmother and grandfather.

It should be recalled that Lviv Regional Council deputy Volodymyr Domanskyi and Yavoriv deputy mayor Vitaliy Deneha were detained by the SBI on Christmas Eve, December 24, for a bribe of 25,000 USD and 190,000 UAH from an entrepreneur.

During the detention, Domanskyi and Deneha tried to flush the bribe down the toilet. The SBI announced charges of fraud committed by a group of persons by prior conspiracy on a particularly large scale. The court imposed a preventive measure on Domanskyi in the form of 24-hour house arrest.
