In the Dnipropetrovsk region, medical professionals assisted draft dodgers in obtaining fake disability status to travel abroad
A scheme for the fictitious arrangement of disability to evade mobilization was uncovered in the Dnipropetrovsk region. Two doctors and their accomplice have already been charged.
This was reported by the Information Policy Department of the Dnipropetrovsk Regional Prosecutor’s Office. It is noted that a motion has already been filed in court regarding the selection of a preventive measure for the suspects.
According to the investigation, a family doctor, together with a neurologist and their accomplice, created a scheme through which those who did not wish to join the service could obtain forged medical documents. They demanded $500 for a falsified MRI report with a false diagnosis, which allowed one to obtain an official medical opinion on unfitness for military service.

In addition, the documents recorded nonexistent inpatient treatment, allegedly indicating that the patient underwent necessary examinations and rehabilitation while in a medical facility.
During searches, cash, medical documentation, draft notes, equipment, and vehicles were seized from the suspects.


The prosecutor’s office submitted a motion for a preventive measure in the form of detention. They are suspected under the following articles:
- facilitating the illegal transfer of persons across the state border of Ukraine (Part 3 of Article 332 of the Criminal Code of Ukraine);
- receiving improper benefits (Part 3 of Article 354 of the Criminal Code of Ukraine);
- abuse of influence (Part 3 of Article 369-2);
- offense committed by a group of persons by prior conspiracy (Part 2 of Article 28 of the Criminal Code of Ukraine).
Investigators continue the investigation, and, according to the Constitution of Ukraine, suspects are presumed innocent until proven guilty in court.
