The Ministry of Defence announced a reform of extraterritoriality

The Ministry of Defence is preparing a new reform on extraterritoriality. The idea is that citizens will not be tied to the TRC and SS where they were initially registered, nor to a specific military medical commission.

This was announced by the Deputy Minister of Defence for Digital Development, Digital Transformations, and Digitalization, Kateryna Chernohorenko. She called the upcoming changes very important during a telethon broadcast. It is expected that these changes will take place within this year.

"We want to disconnect the necessity to address the TRC and SS where a person is registered," Chernohorenko noted.

This talks about providing people who, for example, have moved to another city, the possibility to contact the nearest recruitment center.

The principle of extraterritoriality will also be applied to undergoing the MMC. "By literally the summer of 2025, we will detach from specific military medical commissions and will be able to undergo medical examinations in any healthcare institution that is convenient. This can be a CPMF, that is, a regular state healthcare institution, or a private clinic," said Chernohorenko.

Since the TRC and SS operate in a unified state register "Oberih," implementing the principle of extraterritoriality will be simpler. This will happen "in the near future."

"We are currently discussing this with the General Staff, and this idea is supported by the Office of the President of Ukraine and the Cabinet of Ministers," she noted.

The changes regarding the MMC are planned to be implemented "a little later, as we want to ensure even greater flexibility and... link the medical examination to any doctor who will be convenient for the person: this could be a therapist, a family doctor, or specialist doctors, if necessary."

The extraterritorial principle of undergoing the MMC will help implement a single electronic healthcare system.

In the context of information security, the Deputy Minister assured that the entry point for a person is carried out through the Rezerv+ application, and the protection in this process is reliable.

"Our architecture is built in such a way as not to store any data of military-calling persons on the server side. In other words, a person makes a request that is directly sent to a protected register and returns data specifically to their device—we do not see any vulnerabilities for data interception. But we are still working on constantly improving the level of protection of our systems. The best state teams are engaged in this," Chernohorenko emphasized.
