Customs officer from Zakarpattia was exposed for false declaration of 307 million hryvnias

The NACP exposed the deputy head of the department of mobile scanning systems of the management of technical means of customs control of the Zakarpattia customs, Serhiy Duran, for including inaccurate information in his declaration amounting to 307 million hryvnias.

This became known from the results of a full check of the official’s declaration by the NACP for 2022 and 2023.

The official understated the value of several real estate objects owned by his family members.

Land plot (25 sq. m) + non-residential premises (18.8 sq. m)

▪️ Actual value according to the purchase-sale agreement – 580,732 UAH.

Land plot (36 sq. m) + non-residential premises (19.2 sq. m)
▪️ Declared value – 287,338 UAH.
▪️ Actual value according to the purchase-sale agreement – 574,676 UAH.

An apartment with an area of 42.8 sq. m acquired by a family member in 2017 for 87,740 UAH was also not included in the declaration.

The main issue identified in the declaration is the discrepancy between Duran’s asset status and his official income. The customs officer declared having 140,000 euros and 216,500 dollars (14.13 million hryvnias). During the verification of the 2022 declaration, the NACP established that the declarant could not have accumulated such funds. Serhiy Duran did not provide any supporting documents regarding the origin of these funds.

His wife, Olena Stehura, officially owns 2.7 million euros, 3.15 million dollars, and 77.5 million hryvnias (311.1 million hryvnias according to the NBU rate). The check showed that the family member could not have accumulated such an amount. Her total income for 2023 was 6.7 million hryvnias, and she spent 1.25 million hryvnias. In this case, she could only save 3.8 million hryvnias.

Thus, the amount of savings that could have been with Duran’s family members does not exceed 18.53 million hryvnias, which is significantly less than the declared 311 million UAH. The family member did not respond to the NACP’s request regarding the sources of the funds.

The total difference between the declared assets and actual income amounts to 307 million hryvnias. Serhiy Duran’s actions have signs of an offense under Part 2 of Article 366-2 of the Criminal Code.
