An official of the Ministry of Development was exposed for inaccurate declaration amounting to 4.5 million hryvnias
Vita Pavliv, head of the Department of Territory Restoration and Creation of an Accessible Living Environment at the Ministry of Communities and Territories Development, came under the close scrutiny of the National Agency on Corruption Prevention (NACP) due to her 2023 declaration: the official reported inaccurate information amounting to over UAH 4.5 million, including "fabricated" cash, concealed rental income, and distorted real estate data.
This became known from the results of the full inspection by the NACP.
Pavliv declared UAH 1.48 million in cash as of the end of 2023. Explanation: "Life savings," including the years 2018–2022, when she was not a civil servant. No documents were provided for this.
For 2023, her official income was UAH 583,000, plus UAH 2.74 million from the sale of a car, UAH 352,000 from rent, and UAH 1.826 million from returned loans. However, real estate expenses of UAH 7.5 million exceeded the income. The NACP calculated that she could not have accumulated UAH 1.48 million. Inaccuracy: UAH 1.48 million.
Pavliv did not indicate UAH 198,000 from Viktor Melnychenko and UAH 154,000 from Viktoriya Khomych for property rent (11 monthly payments). Official’s explanation: "These are loans, not rent." There is no evidence of loans, and the regularity of payments and six apartments owned indicate income.
Additionally, Pavliv listed a residential house (231 sq. m, S. Sknyliv) of unknown value, while the object readiness declaration shows UAH 399,000. The same situation applies to an apartment in Kyiv (42 sq. m). The 2018 mortgage agreement records UAH 594,000.
Unreported expenses: UAH 800,000 (28.02.2023), UAH 1.26 million (05.01.2023), UAH 284,000 (date distorted), UAH 2.12 million (24.01.2023). The total hidden expenses amount to UAH 2.67 million, which exceeds the threshold for criminal liability.
Pavliv’s actions show signs of Article 366-2 of the Criminal Code.
