In Germany, the Bundesrat approved allocating 3 billion euros of military aid to Ukraine
The German Bundesrat approved amendments to the Constitution, which will allow for increased spending in three areas, including the unlocking of a decision to allocate an additional 3 billion euros to Ukraine for military aid.
The vote took place on March 21.
The decision, adopted by the Bundestag on March 18, was supported by 53 representatives of the states out of the required 46 members of the body (two-thirds). Four states abstained.
The spending increases are made possible by excluding them from the "debt brake" rule, which limits the ability to incur new debts.
Thus, there is nothing preventing the allocation of 3 billion euros in military aid to Ukraine this year.
In the future, defence expenditures and some security policy expenses, including intelligence costs that exceed 1% of nominal GDP, will be exempt from the debt rule. In addition, a special fund of 500 billion euros is planned to be created for additional infrastructure investments and additional investments to achieve climate neutrality by 2045. Additionally, when drafting the budgets of the federal states, local authorities will be given the opportunity for additional borrowing.
