Ministry of Development: The Cabinet has increased the quota for reserving critical municipal infrastructure workers to 75%

This became known from the resolution dated March 28, 2025, No. 360.

According to the resolution, the total number of conscripts will no longer include those reserved by other enterprises, institutions, and organizations (previously, only conscripted women, officials, and heads of state enterprises were not considered).

Employees of the Ministry of Defence’s state enterprises "Defence Procurement Agency" and "State Logistics Operator" have received 100% booking.

Now, up to 75% of conscripted employees of enterprises that produce, transport thermal energy, and provide services for the supply of thermal energy, centralized hot water supply, centralized water supply, centralized sanitation, and household waste management can be booked.

It is also provided that the wage level requirement of 20,000 UAH for booking does not apply to employees:

• of electricity and thermal energy producers whose production/generation capacities are destroyed or damaged due to armed aggression, and enterprises servicing objects from the sectoral list of critical infrastructure objects of the life support system sector;
• of oil refining enterprises with more than 25% of shares/parts in their authorized capital owned by the state.
