How many billions does "Farmak" of Filya Zhebrovska earn from the Ukrainian army

A whole host of media outlets reported that at the end of February, police accompanied by the SSU conducted searches at the "Pharmak" enterprise. However, the reasons for the searches were mentioned rather vaguely – a conspiracy with distributor representatives causing damage to the state amounting to three million hryvnias.

At least, that’s what the police reported. They added that a criminal case was initiated under Articles 191 and 209 of the Criminal Code of Ukraine – embezzlement of property in particularly large amounts and its legalization through money laundering. This pertains to a mechanism allowing the sale of medicines to state and municipal institutions. However, despite the police’s promise to provide more detailed information later, no more details followed.

Instead, there was news that the net profit of JSC "Pharmak" in 2024 amounted to 1.6 billion hryvnias. Most of this money was earned from deliveries to the army. Indeed, according to the "Opendatabot" portal, the profit of JSC "Pharmak" last year was 1,620,295,000 hryvnias, and for 2023 – 1,556,484,000 hryvnias.

Through the sale of medicines to state structures, JSC "Pharmak" earned 844,486,802 hryvnias in 2024, 205,617,021 hryvnias in 2023, and the current 2025 has already brought the company 373,956,296 hryvnias. In total, JSC "Pharmak" has won 1,063 tenders, with several military units among the top ten buyers.

In one publication found in the public domain, it was reported that "Pharmak" signed a contract to supply the Main Military Clinical Hospital of the Ministry of Defence with its own produced injection solution "Triombrast" at a price of 597 UAH per package. However, simultaneously, the same product was found in pharmacies at a price starting from 423 UAH. Although, "Pharmak" issued a statement that "the price of 423.72 UAH is offered only by one pharmacy, and the product is close to its expiration date". Therefore, one might think that this is a one-off case.

However, studying the contract for supplying medicines to the military unit A4615, which JSC "Pharmak" won without competition on March 19, 2025, indicates that price inflation in procurements is a regular practice for JSC "Pharmak". The procurement price was 5,067,487.90 hryvnias, there was only one participant, who also won this "auction".

Here’s a bit about what and at what price JSC "Pharmak" sells to military unit A4615. Cream "Lipster", 5%, tube 5 grams, own production: 960 pieces at 101.65 UAH with VAT, totaling 97,584 hryvnias.

At the same time, the same cream from the same manufacturer costs in retail in pharmacies from 95 hryvnias.

The drug "Atorvacor tablets, 10 mg No. 60", which you see on the table fragment above, costs from 167 hryvnias per package in pharmacies. There are 60 tablets in the package. That is, the price of one tablet is 2.78 hryvnias. However, military unit A4615 buys them for 4.387 UAH per piece.

"Aladin-Pharmak" tablets per 10 mg, which JSC "Pharmak" sells without an auction to the military unit for 0.963 hryvnias, are sold in pharmacies at 10 UAH per package. The package contains three blisters with 10 tablets each, meaning one tablet costs 0.33 hryvnias.

And so on – it is simply impossible to research the entire offer of JSC "Pharmak" for military unit A4615 due to lack of space. Moreover, this is not the only tender that JSC "Pharmak" has won. As a reminder, there are more than a thousand. Among the buyers are military units, the Ministry of Internal Affairs and Ministry of Defence hospitals, schools, hospitals. All this is paid from the state budget. So when People’s Deputy Mykhailo Tsymbalyuk claimed that the "pharmaceutical business has become surprisingly profitable", it seems he was not so wrong.

In this context, it seems obvious that not only Ms. Filya Zhebrovska, the beneficial owner of JSC "Pharmak", profits from the army, but also those who sign tender results with clearly inflated prices. After the loud searches on February 28 and the promise to "provide details later", the police remain silent. The SBU accompanying the police in the warehouses and offices of JSC "Pharmak" is also silent.

It should be added that "Pharmak" is no stranger to scandals: in March 2022, political analyst Oleksiy Holobutskyi published receipts on his Facebook page showing that drugs manufactured by the Kyiv pharmaceutical company "Pharmak" were sold in Russia.

There were no consequences for Ms. Zhebrovska then. It seems there will be none now, even though data on all JSC "Pharmak" tenders can be easily found in public access. Just like the prices of JSC "Pharmak" products in Ukrainian pharmacies, where they are often much cheaper than what Filya Zhebrovska sells her medicines to the army for.
