Deputy Head of the State Aviation Administration Menshykov "forgot" to declare the elite property and business of his cohabitant

The newly appointed Deputy Head of the State Aviation Service of Ukraine, Daniil Menshykov, has once again found himself in the spotlight due to questionable information in his declaration.

According to a journalistic investigation, the official concealed property and related business assets.

Specifically, in his 2024 declaration, Menshykov did not mention four large cottages on the outskirts of Kyiv (DVRZ district) with a total area of about 1200 square meters and land plots of 0.4 hectares. These houses were previously registered to his cohabitant, Anna Bushynska, but disappeared from the official’s latest declaration. In early April 2025, the housing cooperative "Forest-2024," owned by Bushynska and her father, received permission to combine these houses into a residential complex. The estimated market value of the properties exceeds 1 million dollars.

Furthermore, Menshykov did not declare the firm VB GROUP INVEST SL in Marbella, Spain, which belongs to Bushynska and her father — even though he should have mentioned it in the documents, irrespective of when the assets were acquired before their cohabitation.

According to open sources, in 2023 Anna Bushynska purchased a Porsche Cayenne for 6.7 million UAH and declared cash holdings of $785,000, €510,000, and £170,000. The primary source of her wealth is believed to be her father, Vitaliy Bushynskyi, who is connected to several influential figures in Kyiv’s real estate development, particularly Dmytro Arotsker. Bushynskiy’s assets are currently being gradually registered in his daughters’ names, including land plots near the Kharkivska metro station.

This is not the first scandal involving Daniil Menshykov. In 2022, the State Bureau of Investigations conducted searches as part of a case concerning the import of cars without VAT payments, causing the budget to lose more than 60 million UAH. In 2024, the National Agency for Prevention of Corruption found inaccurate information in his declaration amounting to 14 million UAH, which the official is attempting to challenge in court.
