State Enterprise «State Rear Operator» purchased 20,000 bulletproof vests for the first time in two years for UAH 416 million through a new mechanism – a dynamic procurement agreement.

Data on prices and suppliers are hidden.

This approach complicates expense control and creates corruption risks, journalists warn.

After all, the new system is less transparent than standard tenders.
