SSU has removed the "secret" classification from the data on reserves of most mineral resources in Ukraine
The Security Service of Ukraine has made adjustments to the List of information containing state secrets (LISS), removing from the list data on the reserves of several minerals that were prohibited from disclosure.
According to reports from Nadra.info readers, the new edition of the document came into effect in June.
In May, information about the balance reserves of the following minerals/components in Ukrainian subsoil was classified as “secret” and not subject to disclosure (Article 2.6.5, Chapter 2, Section II of the LISS):
- Diamonds
- Gold
- Piezo-optic raw materials
- Lithium
- Niobium
- Tantalum
- Titanium
- Zirconium
- Scandium
- Platinum
- Iridium
- Osmium
- Palladium
- Dispersed elements (along with the reserves of those colored or rare or precious metals, in whose ores these elements are present), specifically: Gallium, Gadolinium, Indium, Cadmium, Rhenium, Rubidium, Selenium, Thallium, Tellurium, Cesium
Information about the prospects for exploration or extraction of minerals throughout Ukraine, the disclosure of which could harm national security, was also classified (Article 2.6.6, Chapter 2, Section II of the LISS).
According to the SSU Order No. 207 dated 29.05.2025, articles 2.6.5 and 2.6.6 have been excluded from the LISS.
From now on, the only mineral for which reserve data remains classified is uranium/uranium ores (Articles 2.6.1 – 2.6.4 of the LISS – see current edition of the List from 11.06.2025).
Gold, lithium, niobium, tantalum, titanium, zirconium, scandium, platinum, iridium, palladium, gallium, indium, rubidium, tellurium, and cesium are included in the list of minerals/components, with new extraction projects set to be funded by the Ukrainian-American Reconstruction Investment Fund. Uranium is also on this list.
“This is not just about transparency; it’s about trust. Openness allows for more effective collaboration with partners and creates new opportunities for investment,” commented the lifting of the "secret" classification from information on reserves by the Minister of Environmental Protection and Natural Resources of Ukraine, Svitlana Hrynchuk.
