Head of the Zakarpattia Bureau of Economic Security, Yevhen Kaluhin, "forgot" to declare millions and luxury cars

The Head of the Zakarpattia Bureau of Economic Security (BES) Yevheniy Kaluhin: the family has accumulated 18 million hryvnias.

According to Kaluhin’s 2024 declaration, concealment of the family’s property value was discovered.

Kaluhin owns shares in two apartments in Dnipro, purchased in 1996 and 2015, but their value is not declared.

Yevheniy Kaluhin’s wife, Alyona, became the owner of a land plot (640 sq. m) and a residential house in Uzhhorod in 2024. The official undervalued the property: the land - at 256,000 UAH, and the house - at 398,000 UAH.

In addition, Aliona Kaluhina is co-owner of a large land plot of 17,374 sq. m in the village of Ostrytsia, Chernivtsi region, also purchased in 2024 for over 2.2 million UAH. Her business partners from LLC "GOLDEN BLACK SPA" (building construction) are also co-owners of this plot.

Despite the significant amount of real estate owned by the family, the Head of BES Zakarpattia’s family rents a residential house and two land plots in Uzhhorod. However, the rental cost is not listed in the declaration, which is a direct violation of legal requirements.

A house with an area of 295.4 sq. m in Pidhorodne, used by the family, is valued at only 300,000 UAH, which is also an absurdly low price.

Yevheniy Kaluhin does not own a car. However, he uses his wife’s luxury SUV - a 2019 BMW X5, which she purchased in 2023. The cost of this car - 3.5 million UAH, is also not specified in the declaration.

At the beginning of 2024, the couple bought and almost immediately sold another SUV - a 2020 BMW X7 for over 2.7 million UAH. Meanwhile, Kaluhin’s previous declaration (for 2023) mentioned only one car owned by his wife. Therefore, what movable property Aliona Kaluhina sold for 2 million UAH remains a mystery.

Kaluhin received 845,000 UAH in salary for 2024 at BES. Alyona Kaluhina earned almost 5.5 million UAH from entrepreneurial activity, 3,000 UAH in social payments, and 2 million UAH from the disposal of unknown movable property.

The wife holds 354,000 USD in cash and almost 2 million UAH in bank accounts.
Kaluhin himself has 34,000 USD in cash and 97,000 UAH in accounts. The total family savings amount to over 18 million UAH!

And this does not include funds in accounts at the American Bank of America, which the couple did not disclose, although their sons hold American citizenship.

Alyona Kaluhina is a co-founder and director of the NGO "Woman in Progress," and also a co-founder of the "Life Will Win" Charity Fund, where her husband is also a member of the governing body. However, the wife’s corporate rights in these organizations disappeared from the 2024 declaration, although they were listed in the previous one.

The career path of civil servant Yevheniy Kaluhin began in the prosecutor’s office in 2011. He then worked at the State Bureau of Investigations (SBI), the Ministry of Internal Affairs (MIA), and joined the BES in 2023, advancing from Deputy Head of the BES Territorial Administration in the Chernivtsi region to Head of the Zakarpattia BES in August 2023.
