The disability status of almost 800 officials was revoked: the Ministry of Health conducted a large-scale inspection

The Ministry of Health of Ukraine (MOH), together with law enforcement agencies, continues mass inspections of cases regarding the establishment of disability for officials.

This was reported by MOH.

It is reported that in over a third of cases, unjustified decisions were identified. Most of the violations were recorded among customs, tax, and prosecution officials.

Number of canceled decisions

As of July 25, 2025, the Human Functional State Evaluation Center had processed 1989 cases, of which 795 disability decisions were canceled as unjustified.

Additionally, in 400 cases, new decisions were made, including:

  • 307 - the disability group was changed;
  • 93 - the establishment term was changed;
  • 83 individuals were called for additional examinations.

For comparison: at the beginning of July, the number of canceled decisions was 445 - meaning that in just the last few weeks, their number almost doubled.

Where the most violations occur

The inspection covers over 70 state agencies, with a total of 2630 cases being investigated. The most concerning are:

State Customs Service of Ukraine:

  • 810 cases, 572 already reviewed;
  • 236 decisions canceled;
  • 114 - reviewed.

State Tax Service of Ukraine:

  • 518 cases, 413 already reviewed;
  • 154 decisions canceled;
  • 89 - changed.

Prosecution offices:

  • 448 cases, 316 already reviewed;
  • 152 decisions canceled;
  • 71 - changed, another 46 individuals were called for additional examination.

Checks are conducted within the framework of the NSDC decision dated October 22, 2024, regarding counteracting abuses in establishing disability for officials. The decision was enacted by Presidential Decree No. 732/2024. For this purpose, an interdepartmental working group has been created, working since November last year.

The MOH closely cooperates with the SSU, State Bureau of Investigation, the Office of the Prosecutor General, and regional health departments. This is aimed at eradicating corruption in the system, which for decades allowed officials to obtain disability status based on fictitious certificates and restoring trust in the new evaluation model.

How the new system works

Since January 1, 2025, a new system of evaluation of daily human functioning (EDHF) has been in operation in Ukraine instead of MSEC. It is based on transparent procedures and objective health assessments:

  • decisions are made by expert teams in hospitals, not closed commissions;
  • all processes are digitalized;
  • evaluation is based on unified criteria.

As of July 2025, over 325,000 cases have been entered into the system, of which:

  • 277,143 - new electronic referrals;
  • 48,197 - digitized MSEC cases;
  • 254,606 cases have already been reviewed;
  • 1,388 expert teams are working, including over 7,000 medical professionals.

The MOH notes that in the past year, law enforcement recorded numerous instances where civil servants registered disability to avoid mobilization or early dismissal. The new system was created to prevent such schemes.
