NACP Struggles with Declaration Verifications — TSC Prepares Legislative Changes.
According to Serhiy Vlasenko, head of the Temporary Investigative Commission of the Verkhovna Rada investigating possible corruption in law enforcement and judicial bodies, such a declaration system is nowhere else to be found: it is convoluted, user-unfriendly, and essentially pushes conscientious individuals towards mistakes. The NACP in its current form is not coping with the verifications.
Data presented at the meeting indicated that in the span of one year, only one comprehensive verification of a NABU employee’s declaration was conducted, and the verifications of SAPO employees are rare and unsystematic.
The TSC believes that the NACP is unable to efficiently process the vast array of electronic declarations and ensure proper control.
«We will initiate legislative changes to simplify declaration submissions, introduce a risk-based approach, eliminate duplicate verifications, and prioritize the verification of law enforcement employees’ declarations», added Serhiy Vlasenko.
Without addressing the identified deficiencies, strengthening formal control will only feed the «error trap» and further undermine trust — in the NACP, anti-corruption policy, and the state as a whole.
