In Kyiv’s Bereznyaky, a scandal surrounding Tychyna Square is gaining momentum. The only public recreation area on Mykolaichuka Street, 3, is at risk of disappearing under excavators to make way for a 26-story high-rise. Despite protests from residents and police intervention, the developer continues unabated—some of the trees in the square have already been removed.

In the Dnipro district of the capital, a conflict has erupted over the Pavlo Tychyna Square. The company "Monolit Budservis," which, according to activists, is backed by the well-known Stolitsa Group led by Vlada Molchanova, has begun constructing a 26-story residential complex on land officially designated as a square since 2022. The community views this not just as development, but as a hostile takeover of the only green space among five residential buildings.

Construction started without public hearings, disclosure of documentation, or any consultation with residents. This was stated by Mykhailo Avramenko, head of the NGO "For the Preservation of Pavlo Tychyna Square," emphasizing systematic violations of Ukraine’s Law "On Regulation of Urban Development Activities."

"Without any agreement with the local community, a construction fence was erected—marking the start of a 26-story residential complex under the cynical guise of ’non-residential development.’ This is not just another construction project. This is a hostile takeover of the last green patch among five residential buildings. This area is the only accessible recreation zone for residents, with a direct view of the Rusanivskyi Canal and the Dnipro River. And it is precisely for this view that the developer is ready to destroy the interests of the community," Avramenko stresses.

The greatest outrage among residents is caused not only by the fact of the development itself but also by the methods used to implement it. According to activists, construction equipment drives on sidewalks, destroying trees and creating hazards for pedestrians. Security at the site behaves aggressively, and the developer’s lawyers threaten activists, advising them to "sell their apartments."

At the end of September, the situation escalated: after a tree in the square was cut down at night, residents called the police. Law enforcement documented the violation and suspended the work, while the collected evidence was added to an open criminal case. Meanwhile, activists are filing complaints with the district prosecutor’s office, demanding the documentation of numerous violations.

Despite the formal status of the square, the land has been privately owned since 2007. This has allowed the developer to push forward a project that, according to the community, "destroys their right to air, light, and a safe life." The plot’s area is less than a quarter of a hectare, making it physically impossible to create adequate infrastructure for the future residents of the high-rise.

"The consequences of the development are obvious: overloading of old infrastructure—sewage, water supply, and electricity will not withstand the new loads. The destruction of Pavlo Tychyna Square—trees have been cut down, the natural environment destroyed, and residents deprived of light, space, and greenery. Danger to life—the new development blocks fire evacuation routes and makes safe pedestrian passage impossible," notes Mykhailo Avramenko.

The community initiative is already preparing petitions and collecting signatures from Kyiv residents, demanding the return of the land to the city and the cancellation of the project. Local residents emphasize that if this development proceeds, it will set a precedent for the loss of protection for squares and public spaces in other districts of Kyiv.
