Draft State Budget for 2026: Ukraine to purchase double-decker passenger carriages for the first time

In the draft state budget for 2026, funds are allocated for the purchase of 100 passenger carriages for a total of approximately 5.7 billion UAH, among which will be the first modern double-decker passenger carriage.

This was reported by the Ministry of Finance.

«Double-decker passenger carriages will significantly optimize the costs of passenger transportation. The maintenance costs for single- and double-decker carriages differ by approximately 10%, while the number of seats in a double-decker carriage increases by almost 80%,» emphasized Deputy Minister of Finance Oleksandr Kava. — «In other words, with comparable operational costs, the company will be able to transport significantly more passengers. In the future, the range of double-decker carriages will include options for both overnight travel — with sleeping berths, and daytime travel — with seating.»

It is noted that over the past five years, the government has purchased 166 modern passenger carriages of Ukrainian production.

At the same time, in 2025, a contract was signed for the supply of another 100 carriages, which will begin to arrive in 2026.
