Conflict of interests "Cubed": how the Mishalov family profits from school boiler houses in Dnipro
The city of Dnipro has recently become the epicenter of corruption scandals. Controversial constructions, road repairs, and dubious tenders – all under the “roof” of one of the city council deputies, Vyacheslav Mishalov.
The local budget "split" is even more vividly illustrated by the scheme with heating educational institutions. Why are some schools still without boiler rooms on the eve of the heating season and risk experiencing an "ice age"? Watch in the exclusive investigation by Kyrylo Volnyi.
A few years ago, in 2016, the Dnipro city council decided to install 22 solid-fuel boiler rooms in the city’s schools and kindergartens. The cost of each was supposed to be almost 1.5 million UAH. The total sum of the project was 33 million.
The decision was made to purchase the boilers from a company belonging to Mishalov’s former wife, Olena. Incidentally, Mrs. Olena Sosyedka-Mishalova is the owner of “Concord Bank”, which even opened a credit line to finance this project.
Moreover, without any tender process, the contractor for assembling and servicing these boilers became the firm "Master-Bud", owned by the father of former city council secretary Dmytro Mishalov and has repeatedly been involved in corruption scandals.

But that’s not all. These boilers operate on solid fuel, the so-called pellets. And who do you think supplies them to the municipal institutions? The “Dnipropress” plant, which personally belongs to Mr. Mishalov:
“I once bought the ‘Dnipropress’ plant, it was almost bankrupt, and now it is a successful enterprise,” boasted Mr. Vyacheslav in one of his interviews.
So, we have just some kind of conflict of interest "cubed", as the scheme involves the former wife, the father, and personally deputy Mishalov.
And the most important thing that the “StopCor” filming crew managed to learn during their stay in Dnipro is that in part of the educational institutions the indicated boiler rooms have not yet been installed.
