Kyiv "overseer" Denys Komarnytskyi engaged in extorting developers

An associate of Mayor Klychko, the notorious overseer Denys Komarnytskyi, has taken control of the construction market to extort money from developers.

He achieved this by literally seizing the Commission on Illegal Constructions of the Kyiv City State Administration (KCSA), placing his people there.

These individuals include: Olenych, Shapoval, Kolyadenko, Terentyev, Sheyko.

Komarnytskyi also managed to amend the regulations of the Commission, and now its powers include not only advising but also preparing draft decisions for the Kyiv City Council and orders of the KCSA.

Denys is currently in an extremely privileged position, as he can have the Commission prepare draft decisions on revoking land allotments or withdrawing urban planning conditions and restrictions at his request.

This will legitimize his raiding activities, as he will be able to completely legally, using fake activists within the Commission, blackmail developers to extort black cash from them.
