The criminal trail of the Head of the NBU Kyrylo Shevchenko

Today, everyone tries to remain silent about the "track record" of the Governor of the National Bank of Ukraine, Kyrylo Shevchenko, who has held this position since 16.07.2020.

Prior to this, from 2015 to 2020, he was the Chairman of the Board of AB "Ukrgasbank".

His financial affairs were going very well, and he was able to settle in Kyiv, on Bohdan Khmelnytsky Street, 9, where the cost of an apartment reaches 500 thousand dollars.

It was during this time period (2015-2020) that law enforcement agencies initiated criminal proceedings against Shevchenko concerning the embezzlement of budget funds.

Thus, Shevchenko, in February 2016, holding the position of Chairman of the Board of "Ukrgasbank", caused damage to the state by carrying out a "controlled" sale of the overdue debt of the agricultural holding "Creative" amounting to 95.7 million US dollars at a reduced value in favor of the agro-industrial company "Kernel", owned by Andriy Verevskyi. This sales procedure was personally managed by Arseniy Yatsenyuk. 

As a result of the deal, the company "Kernel" acquired an oil extraction complex in the Kirovohrad region with infrastructure for a pittance, the market value of which at that time was about 150 million hryvnias. However, the Chairman of the Board of AB "Ukrgasbank", Kyrylo Shevchenko, who was supposed to act in the interest of the state bank, did not recover the pledged assets in favor of the bank and made the decision to sell the claims under the loan agreements of the agricultural holding "Creative", which caused damage to the state amounting to more than 80 million US dollars.

Earlier, in February 2015, Kyrylo Shevchenko personally lobbied with Arseniy Yatsenyuk the issue of joining the assets and liabilities of PJSC JSCB "Kyiv" to AB "Ukrgasbank", for which 633 million hryvnias was allocated from the state budget (in case of liquidation by the Deposit Guarantee Fund, not more than 200 million hryvnias would have been allocated). After that, part of the state funds was misappropriated by providing loans to structures controlled by Shevchenko and his business partners.

An interesting point was also the conclusion of agreements on the assignment of claims under the loan agreements of PJSC JSCB "Kyiv" at a reduced value in favor of LLC "FC "Credit Garant" (39500887), while the mentioned company was a debtor of the insolvent JSCB "Kyiv".
