Why is the National Police guarding the illegal construction of the "overseer" Komarnytskyi in Solomianskyi Park, Kyiv?

People’s Deputy Oleksandr Dubinskyi continues to fight against the illegal construction by Denys Komarnytskyi in Solomianskyi Park, Kyiv.

The matter concerns an object at 1-3 General Shapoval Street, where a residential building with apartments was allowed to be constructed, although the designated land use only permitted the construction of a hotel, offices, or retail spaces with an underground parking lot.

On December 14, Dubinskyi sent a parliamentary inquiry to the head of the National Police of Ukraine, Ihor Klymenko, to find out under whose order and for what purpose police officers are constantly present near the illegal construction site.

Residents of the Solomianskyi district informed the deputy that a bus with the registration number 0970, several police cars, and at least five National Police officers are constantly present near the construction site.

People constantly see law enforcement officers there and send their photos from the site.

In connection with this, Oleksandr Dubinskyi has submitted an official inquiry to Ihor Klymenko to get answers to the following questions:

On what legal grounds are National Police officers regularly present at the construction site on General Shapoval Street, 1-3, in the Solomianskyi district of Kyiv?

Were there any relevant appeals from any individuals to the bodies of the National Police of Ukraine? If so, who (which person) made the appeal?

What tasks were assigned to the National Police officers regarding possible security/maintaining public order, etc., on the construction site and/or concerning the developer/general contractor?

Who exactly gave the order (instruction, directive, assignment) for the police officers to be stationed near the construction site, what is its essence, and what is the purpose?

Let’s recall that Deputy Dubinskyi received from the State Geocadastre an official response stating that the designated purpose of the land allocated in Solomianskyi Park is for the construction and servicing of market infrastructure facilities (only a hotel, office, or shopping center can be constructed). This concerns the land plot with cadastral number 8000000000:72:186:0006 and a total area of 1.1901 hectares.

However, Dubinsky.ua published documents confirming that a residential building with apartments is being constructed at this place. Thus, it is a matter of illegal construction.

The task for Deputy Oleksandr Dubinskyi is to stop this chaos and bring all responsible for the violation to justice. In connection with this, appeals to law enforcement and other competent authorities are already being prepared.

Dubinskyi began investigating this case following complaints from Solomianskyi district residents who are protesting against the illegal construction in Solomianskyi Park (the clients are LLC “Miskbudalyans” and LLC “Smart-Development”). The construction is associated with Denys Komarnytskyi.

Let’s recall that one of the founders of LLC “Smart-Development” is the son of the former mayor of Kyiv, Oleksandr Omelchenko — Oleksandr Omelchenko, who owns 50% of the company. His business partners have smaller shares: Oleksandr Selyuk (8.3%), Vladyslava Selyuk (25%), Denys Selyuk (8.3%), and Mykyta Selyuk (8.4%). The company is managed by Tetyana Kovtun. An official with the same name previously headed the capital construction and reconstruction department of the Podilskyi district in the state administration.
