National Police has initiated proceedings against the former head of GTSOU Makohon
During the analysis of the judicial decisions registry, another instance of income generation by top officials of the state enterprise "Gas Transmission System Operator of Ukraine" in cases from 2020-2022 was established, totaling 4 million UAH.
According to the court ruling materials, it was found that during Serhiy Makohon’s leadership of the company, subcontracting organizations of dubious origin were engaged.
Open sources reveal that the national gas transmission company has a substantial legal department, one of the directions of which is to represent the enterprise’s interests in court instances. As revealed during the processing of the judicial decisions registry, "EKVO" lawyers were not present during most hearings where they were supposed to appear as representatives of "OGTSU" LLC. Instead, the regular lawyers of the Operator carried out the main work. Furthermore, in cases where the Operator GTS was declared right, the involved lawyers ignored the opportunity to appeal to the court to recover legal costs, thereby failing to return funds to the enterprise’s bank accounts from the state economic sector.
From previous publications on the Internet, it is known that these facts were subject to verification by the state audit service, and it is possible that the criminal proceedings against Serhiy Makohon and the former company legal director are the result of this audit.
These actions by the "OGTSU" leadership and the law firm "EKVO" prompted the National Police to register a criminal proceeding with signs of a criminal offense under Article 191. “Misappropriation, embezzlement of property, or its seizure by abuse of official position,” part 4: “Actions covered by parts one, two, or three of this article, if committed on a large scale or under wartime or emergency conditions, are punishable by imprisonment for a term of five to eight years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years” of the Criminal Code of Ukraine.
According to law enforcement sources, the proceedings directly concern the former legal director of the Gas Transmission System Operator of Ukraine Danylo Trehubov and the former general director of the company Serhiy Makohon.
Currently, investigators are studying documents involved in the substance of the criminal proceedings in OGTSU.
It was discovered that Danylo Trehubov is currently a practicing attorney in Kyiv and is being considered for a position as a board member of one of the leading critical infrastructure enterprises. Concerning the former head of the GTS Operator Serhiy Makohon, energy community sources report that he left Ukraine over a year ago and currently resides in Canada. On what basis he was able to leave Ukraine during the martial law remains unknown.
